## Summary

The procurement process pertains to the Thames Valley Police, which is seeking to replace existing Drugloo devices with new units, along with a three-year maintenance support plan valid until 2025. This tender is classified under the goods category, specifically for drug detection apparatus, and the procurement method employed is a limited procedure based on a Single Source Agreement due to the absence of alternative suitable suppliers. The award was activated on 20 July 2021, resulting in a total contract value of £48,750 for the supply and maintenance of four Ranger Drugloo devices, with delivery locations primarily in Oxfordshire, Berkshire, and Buckinghamshire.

This opportunity may appeal to businesses specialising in drug detection and related equipment, particularly those that can offer tailored solutions in compliance with public safety standards. Given the unique nature of this procurement, particularly the single-source rationale citing intellectual property rights, businesses comfortable with navigating exclusive supplier agreements and capable of delivering high-quality, compliant products will find this tender especially relevant for potential growth within the public sector market.

## Notice

### Lot Information

Lot 1

Supply of 4 x Ranger Drugloo devices and 3 year maintenance plan (Option 3) Additional information: Single Source Agreement (SSA) due to IPR and the manufacturer being the only known supplier.

### Procurement Information

Single Source Agreement (SSA) approved due to IPR and the supplier being the only known manufacturer of the devices. The only other option for this type of equipment is a company called Walker Safety. However, this company only produces fixed installations, which are not compatible with the Thames Valley Police custody estate. To enter into the fixed installation option would require significant investment and structural works to Custody locations. Therefore, Drugloo are the only viable supplier manufacturing the suitable type of product. Having approached the market recently, The Home Office confirmed there are no other suppliers of the mobile type toilet only the aforementioned fixed installation and have indicated that they refer buyers on to Drugloo. Other UK Police Forces use Drugloos or refer their detainees to a hospital setting depending on their individual Force strategy and risk assessments at the time.
