## Summary

The Ministry of Justice is initiating a contract for the "Complex Move-On Service," aimed at providing critical rehabilitative and public protection services in the social work sector across the UK. ## Notice

The MoJ would like to assess the market interest and capability of delivering rehabilitative and public protection services including accommodation/residential provision, as well as evidenced links to move-on accommodation for the most complex People on Probation (POP) that are released from prison or moving on from other community accommodation provisions within the MoJ or on community sentences/ prison licenses. This provision will be expected to complement and deliver alongside HMPPS Approved Premises and on occasions provide services as a direct alternative The service will need to be stood up by April 2022 and run for approximately 3-years, providing services and securing accommodation for approximately 250 POP at any one time (full terms to be released at a later stage). Lot 1

The service required; This service will deliver a national provision of move on accommodation and support services for complex need and high-risk presenting cases, whether this be for individuals as part of a restrictive community sentence, or moving on from Approved Premises or directly on release from custody. The capacity to engage directly with a wide range of Criminal Justice stakeholders - Courts, Probation, Prisons, Police - is therefore essential. The supplier of this service will need to undertake an initial assessment of accommodation and support needs for each referred service user, this will inform the level of service the person needs on admission and be reviewed to inform ongoing interventions. Contribution to the Probation Service sentence plan management, enforcement and recall will be an integral expectation as will engagement with Multi Agency Public Protection Arrangements. The supplier of this service will also deliver a range of purposeful activities to help manage and reduce risk of harm and re-offending whilst seeking to support the capacity of the POP to live independently. A minimum of six-hours purposeful activity shall also be delivered to for each resident per week. The supplier of this service will need to accept all POP referred to it, the intention of this service is that it is available to house the most complex, high-risk cases that are (potentially?) [are likely to be] unsuitable for the other accommodation services available in the MoJ. The funding of this service; The funding for this service is for the referral service and wrap around support. A bidder for this service will need to secure accommodation but it must have the ability to obtain intensive housing welfare and social/health welfare (as applicable) to wholly cover the cost of the accommodation, the Authority is not able to cover the ongoing accommodation costs. The MoJ does not wish to have exclusive possession of the accommodation places and, therefore, cannot fund them. It is imperative that the accommodation be provided from the potential suppliers existing network of accommodation support and that MOJ is not the sole funder of that network through this contract. The people in this service; Cohort characteristics: * High risk/very high risk of harm * Diverse offence typology - including POP who have committed sex and arson offences. * Male provision * Complex need - including presenting physical and mental health issues, learning difficulties and personality disorders. Referral routes for service cohort: * Direct from custody * As part of restrictive community sentences * Secure facility /hospital discharges - including step down forensic services * Referral route at any point during statutory supervision Accommodation; In order to bid for this service a provider will be required to have access to a range of properties (funded through the welfare system or other streams). These properties will need to be available to take referrals at any point during the period of statutory supervision across England and Wales. The properties should be suitable to accommodate POP long-term which is why they require self-funding; the intention is that the Supplier will provide wrap-around support to the POP in the service until such a time that they no longer require it. If the MoJ identifies enough interested parties with the capability to deliver the services set out in response to this PIN it intends to run a procurement competition to secure the future of this service.
