## Summary

The procurement process is initiated by Bristol City Council, focusing on the "CSI/ASC/Changing Futures" project, which falls under the health and social work services category. The council aims to enhance local services for adults facing multiple disadvantages through a grant of £3.3 million over three years from Central Government. The lead delivery partner or partnership will be tasked with system change and collaboration among strategic partners. Expressions of interest must be submitted by 12:00 PM on 2nd August 2021, with a Pre-Tender Event scheduled for 19th August 2021 at 1:30 PM via Microsoft Teams.

This tender presents significant opportunities for businesses specialising in health and social services, particularly those experienced in addressing complex social issues such as homelessness, mental health, and domestic abuse. Potential bidders may include organisations that can demonstrate innovative approaches to tackling disadvantage and are willing to collaborate. The emphasis on partnerships suggests a preference for businesses that are capable of working in alliance with others to achieve comprehensive and effective service delivery, allowing for expansion and growth within this sector.

Generate learning, and test new partnership approaches The grant equates to PS3.3 million over 3 years, however not all of this will be commissioned externally, the Council is also considering a 2 year extension. The lead delivery partner/partnership will need to work with strategic partners to facilitate system change and work to a theory of change model. We are looking for innovation and creativity to identify and address system issues. The lead delivery partner/partnership will need to be reflective of the priority groups that this bid is initially focussed on, these are: * Young People from minority ethnic communities (MEC), experiencing multiple dis-advantage compounded by discrimination; * Women experiencing domestic abuse; * People experiencing complex/compound trauma, behavioural challenges, chronic homelessness The Council is open to applications of interest from different organisations willing to collaborate and are exploring collaborative opportunities and contracting models such as alliances. As part of this programme the City's Golden Key Partnership (Fulfilling Lives) will be refreshed to reflect the Changing Futures programme, the Council is also interested in hearing from organisations that would be interested in joining this wider partnership with the intention of addressing multiple dis-advantage.
