## Summary

Highways England is preparing for the procurement of the third element of the second-generation Free-Flow Charging solution - Non-UK Enforcement Services (Package C). The contract will cover the management of enforcement activities for vehicles registered outside of the UK, including penalty charge notice payment processing, website provision, and merchant acquirer services. Key elements include handling penalty charge records, issuing and recovering penalty charge notices, and managing appeals in the enforcement lifecycle. There will also be payment processing, financial reconciliation, banking, a payment gateway, and customer support offering. The contract period is anticipated to start in March 2022.

National Highways has awarded a contract to TRL Limited for Area 3 & 4 Signals Timing Validation in the services category. The procurement process was conducted through an open procedure, and the contract is currently active. The total contract value is £243,274.22 GBP, and it was signed on 20th September 2023. This tender offers opportunities for businesses in the repair, maintenance, and associated services related to aircraft, railways, roads, and marine equipment industry category.

## Notice

All traffic signal junctions, on the strategic road network, require routine planned traffic signal timing validation reviews to ensure the current plans, be it dynamic (MOVA/SCOOT) or fixed (UTC/CLF), are still relevant. National Highways seek to undertake a timing validation exercise across sites located within Area 3 & 4 as an opportunity to conduct a visual review of detector loop locations and lane driver behaviour, to collate and review accidents/complaints accumulated over the review period and identify or confirm whether any further safety enhancement or optimisation of the operation of the signals can be achieved. This will allow the fulfilment of good practice of "The Traffic Signs Manual"
