## Summary

The Incident Air Monitoring Services Contract, initiated by the Defra Network eTendering Portal, provides an opportunity to secure services related to air quality management within the UK. This procurement process is currently in the award stage, with the contract awarded on 23 November 2021, and a total value of £800,000. The procurement method used is an open procedure, reflecting a commitment to ensuring broad participation. This contract supports the Air Quality Cell, responsible for rapid assessment of air quality risks following major incidents and will run until the end of its term.

This tender represents significant growth opportunities for companies specialising in environmental services, particularly those that can demonstrate expertise in air quality monitoring and a capacity for rapid response operations. Businesses equipped to handle 24/7 operations, provide portable monitoring and sampling equipment, and comply with the technical and price criteria will be well-positioned to compete. Given the specialist nature of the services required, potential bidders may include environmental consultancy firms, laboratory service providers, and organisations with a strong track record in emergency response and public health safety.

### Lot Information

Lot 1

The Air Quality Cell (AQC) service was formed in 2009 to implement recommendation 21 of the Buncefield Inquiry following the major explosion and fire at a fuel depot there in December 2005. The primary element of the AQC service is the Air Quality Cell (AQC) which is a virtual team of technical experts who can rapidly convene to assess the public health and environmental risks posed by emissions from large scale explosions, fires or chemical releases. The core members of the AQC are the Environment Agency (EA), UK Health Security Agency (UKHSA), the Meteorological Office (MO), the Food Standards Agency (FSA) and the Local Authority in whose area the major incident has arisen. To inform their assessment of the public health and environmental risks posed by emissions from a relevant major incident, the AQC may require air quality data and samples to be obtained on a 24/7/365 response basis. On behalf of Defra the EA is responsible for the provision and maintenance of the required monitoring and sampling capability
