## Summary

Wolverhampton City Council is seeking bids for the "CWC20086 - Provision of Deprivation of Liberty Safeguards (DoLS) Best Interest Assessors" contract, which falls under the health and social work services category. The procurement, currently in the tender stage, is open for submissions until 10th September 2021. This framework opportunity allows for the engagement of providers who can conduct independent DoLS assessments for adults, as stipulated by the DoLS legislation 2009. The total contract value is £270,000, and the contract period is set for 540 days. All submissions are to be made electronically through the designated tender portal.

This tender presents significant opportunities for businesses specialising in social work services, particularly those that can provide qualified Best Interest Assessors (BIAs). Ideal candidates include registered social workers, nurses, occupational therapists, and psychologists who have a minimum of two years' post-qualifying experience in relevant fields such as mental health or safeguarding. The framework agreement allows for up to five providers to be appointed, making it essential for bidders to meet the quality scores set in the evaluation criteria to be considered for contract award.

## Notice

Wolverhampton City Council (the "Council") invites bids for admittance to the framework from suitably experienced and qualified Provider's to undertake ad hoc Deprivation of Liberty Safeguards (DoLS) assessments. This will be on an independent basis on behalf of the Supervisory Body (the "Council"). The assessments are carried out under the provisions of the Deprivation of Liberty Safeguards legislation 2009 which forms part of the Mental Capacity Act 2005. This contract is only valid while the Deprivation of Liberty Safeguards 2009 is statute, and would be deemed void if new legislation were to be brought in. The Provider must be able to commission Best Interest Assessors (BIAs) to undertake assessments of adults aged 18 years and above in care homes and hospitals. They must identify, challenge and where possible, re-dress discrimination and inequality in all its forms. The Provider must ensure that BIAs can respect individuals' qualities, abilities and diverse backgrounds and promote the rights, dignity and self-determination of individuals who might be deprived of their liberty. This is alongside being able to meet the timescale of the contract and providing assessments which will withstand legal scrutiny. Tender information is available at www.wolverhamptontenders.com
