## Summary

The NHS Surrey Heartlands Clinical Commissioning Group is seeking to extend the existing contract for the Surrey Children's Community Health Service with Surrey Healthy Children and Families Limited Liability Partnership. This procurement initiative, a modification of the current contract which is set to commence on 1st April 2022, addresses the need to maintain and review existing services affected by the Covid-19 pandemic. The procurement is classified under health services (CPV code 85100000) and is currently in the award stage, following a limited negotiated procurement method with no prior publication of a contract notice. The decision to extend was made in response to unforeseen circumstances surrounding the pandemic which hindered preparatory procurement activities.

This extension presents significant opportunities for businesses specialising in health services, particularly those with experience in community health and children's services. Companies that are adaptable and capable of providing innovative solutions may find this an ideal opportunity to compete or partner with the incumbent provider. As the Commissioning Group prepares for a suitable procurement process anticipated to start in January 2022, businesses that can demonstrate resilience and capability in delivering essential health services may enhance their market position and service offerings in the wake of the ongoing challenges posed by the pandemic.

### Lot Information

Lot 1

The contracting authority intends to modify the existing contract term to allow for an additional 12-month extension to Surrey Healthy Children and Families Limited Liability Partnership for a Surrey Children's Community Health Service. This contract, commencing 1st April 2022, will maintain existing services to enable the current service delivery model to be appropriately reviewed over the following year. This process will culminate in a suitable procurement process, anticipated to begin in January 2022. Regulation 72(1)(c) of the Public Contract Regulations 2015 allows for a modification to an existing contract to be made, where a reasonable contracting authority could not have foreseen the circumstances within which it finds itself. The Awarding Authority will extend the original contact term on the basis they and associated commissioners have been unable to undertake preparatory procurement activity due to the extensive impact of the Covid-19 pandemic on commissioning resource, most of which in Surrey has been redeployed to COVID-19 testing and vaccination programmes. The immediate impact of the pandemic on this service and the continuing longer term effects have resulted in a greater need to reconfigure for optimum delivery of children's community health services in a new environment which could not have been anticipated by any diligent contracting authority.

Options: Original contract awarded January 2017, decision to extend July 2021
