## Notice

Hull City Council in partnership with and on behalf of the Hull and East Yorkshire Local Enterprise Partnership (LEP) and CATCH are seeking consultancy and specialist capability support for the delivery of part of our Phase 2 Industrial Strategy Challenge Fund (ISCF) decarbonisation of industrial clusters: Cluster Plans project. The Phase 2 project builds on feasibility work undertaken in Phase 1 that included a baseline emissions assessment, technology options appraisal and methodology assessment, resulting in a final report outlining the findings and proposed criteria for delivering the Humber Industrial Cluster Plan (HICP) in Phase 2. The plan will provide a blueprint for clean growth to drive a green recovery in the Humber. A phased approach will prioritise near-term deliverable investments that will see quick results, significantly reducing the Humber's emissions by 2030, mapping out how CCS and hydrogen infrastructure can be scaled up over time, and identifying the full range of interventions required to achieve net zero by 2040. HICP will also outline the potential for the Humber's industrial decarbonisation to support decarbonisation beyond the industrial cluster, including maritime in the UK's largest ports complex, road/rail transport and decarbonisation of the gas supply (25% of the UK's supply passes through the Humber). Linked opportunities and implications for renewable energy, especially BECCS and offshore wind (both of which the Humber leads on and are integral to decarbonising industry), will also be identified. Supporting UK leadership of decarbonisation technologies and the creation of local jobs and supply chains are crosscutting themes where HICP will identify future actions the Humber can take to accelerate the green recovery, including identifying opportunities for inward investing businesses and those looking to diversify to take advantage of low carbon infrastructure. HICP and the evidence base that will be assembled through its development will provide a clear way forward for industry, Government and local leaders to work together to achieve rapid decarbonisation of the UK's largest cluster, whilst maximising opportunities for local people and businesses to benefit from the transition.

Model and Scenario Outputs

To support the development of the Humber Industrial Cluster Plan we are looking to commission the development of a systems model (or equivalent functionality) capable of processing a range of data and programmed variables that will enable the analysis of a range of decarbonisation options or scenarios (based on location / timeframe / scale / cost, economic impact etc) and exploring constraints (e.g. technology or infrastructure requirements etc), sensitivities, influencing factors (e.g. transport and storage needs, policy interventions etc), likely Green House Gas (GHG) reductions and economic impacts

MPR Fuel Switching / CCS / GGR

To support the development of the HICP we are looking to commission a single or complementary suite of three Markets, Policy, and Regulatory (MPR) studies exploring the technology themes of: * Fuel switching * Carbon Capture, Use and Storage (CCUS) * Greenhouse Gas Removal (GGR) technologies

MPR Emissions Offsets / Imports

To support the development of the HICP we are looking to commission a Markets, Policy, and Regulation (MPR) study exploring the potential for exporting emissions offsets to other regions (nationally and internationally) and for importing CO2 from other regions (nationally and internationally) as a commercial opportunity over the next 20 years or longer.

Societal & Cultural Challenges / Innovation

To support the development of the HICP we are looking to commission a study that will address the societal & cultural challenges and social innovations required to enable the interventions and investments needed to implement environmental changes in the Humber's Industrial Cluster. The study should consider amongst other things ethical, cultural and political contexts and will need to reflect the following technologies: * Fuel Switching * Carbon Capture Utilisation and storage (CCUS) * Green House Gas Reduction (GGR) technologies and methodologies * Provision of emissions offsets to other regions * CO2 imports from other regions

Cluster Plan & Impact Assessment

We are looking to commission the development and delivery of the HICP itself. The Plan will provide a detailed, robust and comprehensive strategy for decarbonising the Humber Industrial Cluster, drawing together the various outputs, insights and deliverables undertaken in delivering the entirety of the HICP project. These will be contextualised within a compelling overarching strategy that will set out the necessary steps, impact assessments and toolkits needed to achieve deep decarbonisation in the Humber Industrial Cluster by 2030 and net zero by 2040 that will inform public and private sector decision makers and enablers across the full spectrum of required influence.

Inward Investment

To support the development of the HICP we are looking to commission a study that will identify how the deployment of proposed low carbon infrastructure and achieving of net zero within the Humber Industrial Cluster might be exploited to secure inward investment to the Humber. In particular, we are interested in the scope to increase the number of manufacturers locating to the Humber and utilising the clean growth energy assets to their advantage and also attracting businesses to the Humber that may contribute directly to the net zero infrastructure.

Supply Chain Audit

The purpose of this study, along with Lot 8 (Skills Audit), is to enable the development of a strategy within the HICP to understand and address barriers to deployment of decarbonisation infrastructure . The study will enable the HICP to more accurately report the capability of the Humber in key services to support the transition to net zero and highlight areas of both strength and need. It will clearly support the identification of service gaps, constraints and concerns for those suppliers already active in the space and signpost to challenges that could arise.

Skills Audit

The purpose of this study, along with Lot 7 (Supply Chain Audit), is to enable the development of a strategy within the HICP to understand and address barriers to deployment of decarbonisation infrastructure . The study will enable the HICP to more accurately report the ability of the Humber to meet key skills requirements to support the transition to net zero and highlight areas of both strength and need. It will clearly support the identification of service gaps, constraints and concerns for skills providers and industry, signposting to challenges that could arise.
