## Summary

The Ministry of Defence, based in Bristol, is conducting a procurement process titled "In Service Support/Post Design Services for Advanced Mission Planning Aid (AMPA)," which falls under the aviation ground support software development services category. This procurement is currently at the award stage, with a contract signed on 24th August 2021. The contract, valued at £15 million, will provide support for a period of three years, commencing 1st April 2022 and extending to 31st March 2025, with a potential one-year option for additional services. The procurement method used for this limited tender involved a negotiated process without the publication of a contract notice.

This tender presents substantial growth opportunities primarily for businesses specialising in aviation software development and support services. Companies capable of meeting stringent regulatory standards in military aviation and those experienced in providing maintenance and support for advanced mission planning systems would be well-suited to compete. The gradual de-scoping of requirements as platforms are retired may also create avenues for adaptive service offerings from suppliers looking to engage with the Ministry of Defence in the defence sector.

Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (in accordance with the relevant legislation) is lawful in accordance with regulation 16(1)(a(ii) of the DSPCR 2011 due to technical reasons. The Authority does not hold technical data in the system that would enable a competent third party to carry out the work in a way that would be within the safety case for the aircraft, and unqualified work on the mission planning system presents an operational air safety issue. Therefore this is the only supplier able to fulfil the requirement.
