## Summary

Wakefield Council is planning to initiate a tender for the delivery of locality-based integrated services for children aged 0-19 years, with a focus on supporting special educational needs and disabilities (SEND). The estimated contract value is approximately £35.5 million over five years, with an anticipated contract commencement date of 1st October 2022, following the award in May 2022. Interested providers should be aware that the procurement process will begin in November 2021, and registration on the YORtender portal is required by 15th October 2021 to receive updates regarding the tender.

This contract presents significant opportunities for businesses focused on community health services, particularly those with experience in delivering children's public health initiatives. Companies that can demonstrate their expertise through relevant case studies and previous successes in similar projects will be well-positioned to compete. The light touch procurement method, which allows negotiation, may attract a diverse range of service providers dedicated to improving outcomes for children and families in the Wakefield area.

## Notice

The Provider will be required to lead and coordinate the integrated delivery of the children's public health service in the Wakefield area in partnership with other agencies. This should build on the programme of integration across the children's system to achieve better outcomes for children and families as described in Wakefield Council's strategic ambition as follows: 'Our vision is for children and young people to tell us they are happy, healthy and safe, thriving in communities where families and services work together to help them to achieve their potential and dreams' The contract will reflect that vision with the requirement to deliver locality based integrated services for children aged 0-19 years ( 25 years SEND). The successful Provider must be committed to making this vision a reality for local parents to be, babies, children, young peoples, parents and carers.

Additional information: Wakefield Council is issuing this Prior Information Notice to inform the market of this upcoming tender opportunity. The anticipate contract duration is for an initial period of 5 years, with the potential for one or more contract extensions of up to a further 5 years in total. The estimated value of the contract is circa PS7.1m per year, with an overall contract value across the initial 5 years of potentially PS35.5m. The Contracting Authority anticipates undertaking a "light touch" procurement under Regulation 74 of the Public Contracts Regulations 2015 that draws on elements of the competitive procurement with negotiation. More information on the key areas of focus will be outlined in the SQ document. Providers will be invited to attend a Bidders event early November (after the tender is published), which will be an opportunity to understand more about the Contracting Authority's requirements, find out more about the procurement process and to ask questions. Further details and registration information will be outlined in the Read Me First document which will be published with the SQ. Interested providers are asked to register on the Council's new e-tendering portal YORtender at https://yortender.eu-supply.com to ensure that an alert is sent to you when the opportunity is published.
