## Summary

The procurement process involves the Stafford Borough Council seeking the appointment of a multi-disciplinary team for the design and construction of a new multi-storey car park, with the project designated as 'IA2480'. This initiative falls under the services category, focusing on development consultancy, and is located in Staffordshire, UK. Currently, the procurement stage is in the award phase, having been completed on 7th December 2021, with the contract value set at £310,655. The planned demolition of the existing car park is set for 2022, the delivery location coordinates with the nearby Wilko Store surface car park at Broad Street, Chell Road, Stafford ST16 2DB.

This tender offers significant opportunities for growth, especially for businesses in project, cost, and contract management, as well as those providing civil, structural, and design consultancy services. Companies with expertise in engineering and environmental issues will also find this contract well-suited to their capabilities. As the procurement follows an open procedure, it encourages competitive bids from both small and medium enterprises (SMEs) as indicated by the three SME bids received. The comprehensive services required for the project could make it an excellent opportunity for firms aiming to expand their portfolios in public infrastructure projects.

## Notice

Stafford Borough Council are seeking to appoint a single multi-disciplinary team to work with them to drive delivery of the new multi-storey car park in advance of the planned demolition of the current NCP car park in 2022. It is expected that the team appointed will provide all technical professional services to support the Council to deliver the car park from reviewing, refining and agreeing the brief, through initial design, contractor engagement, construction and on to final account and the end of the defects liability period. It is expected that this professional team will include expertise in Project, Cost and Contract Management, Planning, Design, Engineering, and the Environment sufficient to deliver the project. The current expectation is that the appointed team will develop early concept designs before leading procurement activity to engage a design and build contractor on a 2-stage basis, with an initial pre-construction services agreement being used to progress a design through the planning process, followed by a design and build contract. It is assumed that a JCT or similar standard form of contract with limited common amendments is most likely to be adopted. This approach should be reviewed by the appointed team at commencement but is the basis on which tender responses should be made and will be assessed.
