## Summary

The procurement process titled "PROJ10205: Somalia Stability Fund III" is initiated by the Foreign, Commonwealth and Development Office (FCDO), focusing on foreign economic-aid-related services. Currently in the planning stage, this initiative aims to bolster stability and prosperity in Somalia and Somaliland. The project is backed by an initial fundraising target of £120 million, potentially rising to £200 million, and is set to commence in early 2022. An Early Market Engagement event will take place on 22 September 2021, and suppliers are encouraged to register their interest via the FCDO Supplier Portal to receive updates and communications regarding this opportunity.

This tender presents a significant opportunity for businesses operating within the international development sector, particularly those specialising in governance, community engagement, and socio-economic stability initiatives. Companies with expertise in providing economic aid, political consultancy, and support for democratic processes at local governance levels would be well-suited to participate. Engaging in this project not only aids in the development of essential services in East Africa but also offers firms a chance to expand their portfolio and build credibility in a key market.

## Notice

This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved FCDO Somalia seeks to reduce current and future threats to UK interests, enable Somalis to lead safer, healthier and less vulnerable lives, and support prosperity and reduce risks to stability across East Africa by pursuing, with our partners, a Somalia (including Somaliland) that is increasingly secure, resilient and stable. A third phase of the Somalia Stability Fund (SSF) III will be a central element in achieving this ambition. With an initial fundraising target of PS120m (with the option of increasing this to PS200m), SSF III will run for six years (starting early 2022). The Fund will support more inclusive political agreements at multiple levels of government and address historic grievances that have undermined trust between elites and communities. SSF will also support the establishment of democratic processes at the sub-national level. It will build more representative and effective local governance structures and invest in efforts to strengthen the social contract between citizens and the state to ensure that new institutions are more accountable. SSF III's programmatic activity will be underpinned by in-depth, long term research.
