## Summary

The Ministry of Justice is planning to procure Dependency and Recovery Services for the London Probation Services region. This procurement falls under the services industry category, specifically within probation services, and is set to be conducted through the Probation Services Dynamic Framework (PSDF). Providers who have qualified under DF.03 Dependency and Recovery will be invited to submit bids. Key dates include a market engagement video conference on 21st September 2021, issuance of ITT documentation on 15th October 2021, and a tender response deadline of 15th November 2021. The anticipated contract award date is 12th January 2022, with services expected to commence on 26th April 2022.

This tender presents significant opportunities for businesses specialising in addiction recovery services and probation support. Companies with expertise in providing unstructured interventions for cannabis and psychoactive drug use, alcohol brief interventions, and comprehensive support for individuals on probation, particularly those with complex needs, would be well-suited to compete. Engaging with the Ministry of Justice during the upcoming market engagement session will allow potential bidders to showcase their service delivery models and demonstrate their ability to provide innovative solutions that meet the specific requirements outlined by the authority.

### Lot Information

Lot 1

There are four elements within the provision of the Dependency and Recovery service that the MoJ wish to explore, including the different ways in which they could be delivered, either together or separately. The elements are as follows: 1. Provision of Cannabis & other Psycho-active Drugs "unstructured" interventions 2. Provision of Alcohol Brief Interventions 3. Provision of wrap around support & brokerage services for relapse prevention, engagement and screening services 3. Improved liaison with treatment services The MOJ is keen to engage with potential providers to gauge the appetite for the delivery of this provision, further develop the detailed design of the proposals (and explore ideas on divergent delivery models) and to identify opportunities and ways to overcome potential challenges. We also welcome engagement with the market to discuss the innovation, social value and specialist services that could be provided. We are also interested in exploring opportunities to tailor service delivery, and develop specialist services for people on probation with complex needs, for example providing continuity of care for prison leavers who have taken harmful or prohibited substances whilst serving their sentence; members of LGBTQ who have engaged in chemsex.
