## Summary

Warwickshire Police is seeking a supplier for the "Airwave Radio Support Services," an interim contract aimed at providing maintenance and support for critical police communications equipment. This procurement falls under the services category, specifically related to maintenance services of radio-communications equipment. The procurement process is currently in the award stage, following a limited method of procurement without prior publication of a call for competition, justified by extreme urgency. The contract, valued at £210,000, was signed on 23rd September 2021 and is expected to ensure continuity in support until potentially October 2022, with a possible extension to 2023. A mandatory standstill period of ten days applies, concluding on 4th October 2021.

This tender presents significant opportunities for businesses specialising in radio communication maintenance and repair, especially those with expertise in police technology and stringent security clearances. Companies that can demonstrate the capability to provide both onsite and remote support for crucial radio equipment, as well as those with a track record of government contracts, will be well-suited to compete. With a focus on urgent service delivery and the potential for future tenders in the coming years, interested suppliers should prepare for proactive engagement with Warwickshire Police as they move towards either in-house solutions or subsequent competitive procurement solutions.

### Procurement Information

Radio services are currently delivered to Warwickshire Police via a shared IT Service with West Mercia Police. The two police forces are in the process of splitting following several years of a strategic alliance. It was anticipated that through a management of change process two posts for radio technicians would TUPE to Warwickshire Police. This however did not happen and a subsequent attempt to recruit was also unsuccessful. The roles are highly specialised and require strict vetting. As such a 3rd party arrangement is required to ensure essential continuity of support of critical police communications equipment in time for October 2021. The services will include support services for the Hand Portables, Fixed Desktop Radios and the Vehicle Radios. Telent were identified by the Warwickshire ICT Team as a supplier with the requisite credentials and security accreditations to provide the services at short notice. This is an interim arrangement for 1 year with the possibility of extending to two years. Only if the extension is exercised will it supersede the relevant procurement threshold. This contract award is subject to a 10 day mandatory standstill period which will end on midnight Monday 4th October 2021. This is regarded as an interim arrangement to ensure continuity of service. Warwickshire Police intends to either bring the service back in-house or run a procurement competition in either 2022 or 2023 depending on whether the proposed contract is extended.
