## Summary

The Leeds City Council - PACS is currently seeking tenders for the project titled "City Centre Enhanced Environmental Enforcement" within the environmental services industry. This procurement is in the active tender stage and is open to submissions until 12:00 on 3rd November 2021. The project, with a total estimated value of £1,000,000, involves patrolling, education, and enforcement of environmental regulations primarily in Leeds City Centre, with potential outreach to designated areas as needed. Interested parties are encouraged to download the required documentation electronically from Yortender, ensuring all completed papers are submitted by the specified deadline.

This tender presents a significant opportunity for businesses specialising in environmental services, security, and public engagement. Companies with expertise in providing trained enforcement personnel, ideally with Security Industry Authority (SIA) licences or comprehensive background checks, would be well-positioned to compete. Moreover, organisations that can demonstrate capacity for educational outreach and community interaction will find this contract a suitable fit for growth, as it directly impacts local sustainability efforts and community awareness initiatives.

## Notice

The scope of the specification is the patrolling, education and issuing of Fixed Penalty Notices for specified Environmental offences largely within Leeds City Centre. The service provider may from time to time be asked to provide an enforcement presence at hot spots outside of the City Centre. Tasking for such requests will come through the Council's Contract Manager or Deputy. This will be on a request basis and will be charged on a schedule of daily rates to be submitted by the contractor as part of this tender process. The contractor will provide an identifiable uniformed presence in the form of Enforcement Officers who are fully trained and Security Industry Authority (SIA) licensed OR fully vetted to standard disclosing and barring (DBS) checks to patrol as directed. Enforcement Officers will have the skills and capacity to deal with conflict, advise and educate the general public in relation to environmental awareness as well as pursuing formal enforcement action. Staff will also need to be able to informally engage with a range of City Centre partners and users as part of their broader ambassadorial roles. The contractor may also be required to work with schools and educational establishments.
