## Summary

The City of Wolverhampton Council is currently managing a public procurement contract titled "CWC21082 - Housing Tenant Scrutiny and Engagement" within the category of Other community, social and personal services. This initiative aims to enhance tenant engagement and scrutiny of the Council's housing services, ensuring that tenant voices are included in governance processes. The contract has a total value of £275,600 and was awarded to TPAS Ltd. The procurement process followed an open method, and while the procurement stage is now complete, it marks a significant step in the Council's commitment to service quality for its more than 22,000 properties, with efforts to create a tenant-led scrutiny framework that accommodates the diverse needs of tenants.

This procurement opportunity is particularly well-suited for service providers focused on community engagement and social service delivery, especially those with a track record in housing or tenant services. Businesses that specialise in community development, tenant advocacy, or consultation services may find this contract an excellent opportunity for growth. The project underlines the importance of understanding tenant needs and encourages companies to strengthen relationships with local councils, potentially leading to further contracts in the public sector aimed at enhancing community welfare and service quality.

## Notice

The aim of the service is to enable tenants to influence, challenge and scrutinise performance and policy to improve service quality and outcomes for all. The service will be completely independent of both the Council and its Managing Agents and will be accessible to all Council tenants and leaseholders, the service provision must therefore reflect a variety of needs and methods of engagement so that all tenants and leaseholders that want to be involved (to varying degrees) can.
