## Summary

The Ministry of Defence has completed a procurement process titled "701576529 F-15 Transparency Notice DGM/2000," which falls under the category of Research and Development services focused on security and defence materials. Located in Bristol, UK, this tender was initiated under a limited procurement method, specifically negotiated without the publication of a contract notice. The contract, valued at £208,000, was signed on 6th October 2021 and concerns ongoing research intended to enhance capabilities in areas such as noise and flash grenades and propellant development for non-permissive environments.

This opportunity provides significant potential for business growth, particularly for companies specialising in defence technology, research and development, and high-tech materials. Firms that offer innovative solutions in defence capabilities, particularly those that have experience working on classified projects or with governmental agencies, would be well-suited to compete in future tenders like this one. Engaging in such processes would not only allow businesses to expand their portfolios but also contribute to the advancement of national security innovations.

### Lot Information

Lot 1

DGM has a 1 year requirement for Research and Development into Defence Requirements.

### Procurement Information

The contract is exempt from the EU Regulations (DSPCR 2011) due to it being below the financial threshold. The Authority is contracting Event Horizon to build on existing proof of concept/capability demonstrations for multiple concepts that they delivered under previous contracts with the UK MOD in order to prove those concepts are compatible and functional products. This work is still classified as proof of concept. We consider that competing this capability would result in re-work of Event Horizon's existing findings from 2016. Contracting another supplier would result in a loss of the technical know-how and experience that Event Horizon has developed in the previous contracts, which is fundamental to proving the concept of these capabilities. The consequences of running a competition for this work would not result in value for money for the Authority due to the disproportionate costs it would require for a new supplier to become technically competent.
