## Summary

The procurement process is currently at the Tender stage, managed by Stoke-on-Trent City Council, involving a bid for the Pupil Referral Unit (KS3 KS4). This initiative, classified under the Education and training services industry, has a projected value of £4,000,000. The tender period concludes on 22nd November 2021, with bids to be submitted electronically before 3:00 PM on the same date. The project aims to provide tailored educational support for children unable to attend mainstream schools, ensuring a broad education and facilitating their reintegration into conventional education when possible.

This tender presents significant opportunities for educational service providers, particularly those offering specialised support, assessment services, or alternative educational arrangements for children with additional needs. Businesses that can deliver high-quality educational programmes, employ qualified professionals such as educational psychologists, and demonstrate effectiveness in managing pupil care will be well-suited to compete effectively for this contract. Furthermore, providers with a strong track record in delivering educational services and those who can collaborate with local councils or health organisations may find this tender aligns with their strategic objectives for growth.

## Notice

Stoke on Trent City Council wish to appoint a provider to assist with the delivery of our Pupil Referral Unit (PRU). Pupil Referral Unit caters for children who aren't able to attend a mainstream school. Pupils are often referred to a PRU if they need greater care and support than their school can provide. PRUs don't have to teach the full National Curriculum, but they aim to provide a broad and balanced education that covers as much of the Curriculum as possible. In general, a PRU placement is seen as a short-term measure and the aim is to reintegrate the child back into mainstream education as soon as possible, although some children may require an alternative education provision until they finish education journey. Although attending a PRU is often seen as a last resort, it can have great benefits for pupils who are having difficulties at school. The Council wants to take a more proactive and preventative approach to reducing the number of permanently excluded children and young people within the city. The PRU will offer a placement to a child for a period of assessment, to identify the most appropriate education setting. This assessment will be holistic and include input from a range of professionals, such as Educational Psychologists, Social Workers, Early Help and Health, with the aim being to identify the most appropriate long term education provision for each child. At the end of the assessment process, a decision will be made on a multi-disciplinary basis as to the most appropriate education provision for the pupil, which could include further assessment
