Lot 1

The purpose of this procurement is to appoint a single supplier for the provision of E-Bike Testing Equipment for the Driver and Vehicle Standards Agency. This procurement is being completed in accordance with Public Contracts Regulation (PCR) 2015 32(2)(b)(ii). The DVSA wishes to test a range of vehicles that are representative of what are currently available for use on the roads and cycle paths of Great Britain. These tests are intended to ensure that the vehicles meet the standards of the UK The Electrically Assisted Pedal Cycles (EAPC) Regulations. The purchase of standalone testing equipment is required to complete the work program allocated by DfT. The vehicle preparation, laboratory requirements and test/assessment processes shall follow the requirements and direction provided by EN 15194:2017 to measure compliance to the Electrically Assisted Pedal Cycles (Amendment) Regulations 2015.

### Procurement Information

This recommendation is in accordance with Public Contracts Regulation (PCR) 2015 32(2)(b)(ii). EMEC have been identified as the only suitable provider that can meet our need as they are the only supplier of a test rig that exceeds the Electrically Assisted Pedal Cycles Regulations 2015 limits for e-Bikes. Most equipment is designed to test vehicles to meet the limits, so the theoretical ceiling is much lower (circa 1kw) than required for the testing needed. EMEC are the only supplier who manufacture a test rig with the ability to test vehicles with a rated power of 4kW and therefore are the only supplier who can meet our needs. Therefore, competition is absent for technical reasons.
