The required services which BEIS need from NNL are as follows; 1)Design of a 5-year Experimental Programme, in partnership with UK Atomic Energy Authority (UKAEA), Atomic Weapons Establishment (AWE), National Physics Laboratory (NPL) and academia, to inform a further Spending Review bid covering: o User demand and pipeline of work o Funding requirements or cost recovery options o Operating model (incl. how to facilitate user access, both virtual and in-person) o Benefits and strategic outcomes 2) Detailed design/Engineering Specification for STELLAR, including: o Project plan, detailing path to final commissioning o Peripheral capability required i.e. PIE o User requirements identified above 3) Report on compatibility (and any modifications required) of STELLAR and Experimental Programme with licensing: o NNL Central Laboratory safety case o Sellafield Nuclear Licensed Site conditions o Transport requirements 4) Optioneering report on neutron source solutions, covering: o Different accelerator technologies o Possible locations (HEIF or otherwise) and build options o Funding requirements or operating models o Including access to European sources o Identifying investors, partners, or industria
