## Summary

The Business Services Organisation I T S (BSO ITS) is conducting a procurement process for the "EMIS GP System of Choice (GPSoC)" contract, which falls under the IT services industry category. This procurement is currently in the Award stage, following a limited procurement method negotiated without publication of a contract notice. The contract was signed on 25th October 2021, with the aim of ensuring the continued delivery of GP services to 171 practices using the EMIS Web solution in Northern Ireland. A new business case and contract are expected to be established by 31st March 2023 to avoid disruption of services.

This tender presents significant opportunities for businesses operating in the IT services sector, particularly those specialising in consulting and software development for healthcare applications. Firms capable of providing robust, tested solutions compatible with the existing EMIS Web systems and those engaged in technological support for healthcare practices would be well-positioned to compete. The ongoing demand for uninterrupted GP services, alongside the upcoming transition to a new procurement framework, presents a favourable landscape for growth in this market.

## Notice

The expenditure is required to ensure the continued provision of GP services, to the population of NI by 171 GP practices that use the EMIS Web solution. Work is underway to ensure a new business case and contract will be in place by 31st March 2023. Without the expenditure, which has already been approved via the GMS ICT infrastructure Business Case 2018-2023, EMIS Web GP practices would be unable to use their GP clinical system nor would they receive support and associated services from EMIS for their infrastructure, beyond 31/3/2022. Given the dependency on IT in General Practice, stopping these services would very significantly impact on the ability of the 171 EMIS GP practices to provide GMS services. Practices would be unable to access patient histories or record consultations against an electronic patient record. They would also be unable to interface electronically with other HSC systems - E.g. lab results, radiology reports, registration links, Emergency Care Summary, Key Information Summary, Electronic Document Transfer, GPIP etc. - so reintroducing delay and inaccuracy in patient care.

### Lot Information

Lot 1

A key element identified in the strategy was the alignment with England's GMS IT procurement, known as GP IT Futures, and the use of its proposed GP IT Futures Catalogue and GP IT Futures Framework. The use of the IT Futures Catalogue brings huge benefits to NI: * items on the catalogue, including both systems and services, can only be there if they have been rigorously tested and accepted. NHS Digital provide the testing for the catalogue. Without this, NI would have to find appropriate experts, both clinical and technical, to continuously carry out the testing of new or amended items. This would significantly increase risk, cost and timescales for every new item to be procured by NI.

### Procurement Information

Currently 171 GP practices use the EMIS Web solution. Work is underway to ensure a new business case and contract will be in place by 31st March 2023. BSO ITS are in the process of creating a Framework through GP IT Futures. This was due to happen in 2021 unfortunately, the on boarding of systems and services onto the GP IT Futures Catalogue in England was delayed, in part due to covid pressures. This delay has had a knock on effect on the necessary assessment of all options within the NI procurement strategy. The NI procurement strategy is now being finalised and procurement planning now shows that the new NI contracts should be in place by March 2023 or shortly thereafter. The justification for this DAC, therefore, is to ensure the existing services continue uninterrupted until those services can be procured through contracts established by the on-going procurement process.
