## Summary

The London Borough of Brent is currently in the planning stage of a tender titled "Environmental Services 2023 – Parking Enforcement," focused on civic-amenity services. The procurement process aims to acquire Parking and Traffic Enforcement Services effective from 1 April 2023, as the existing contract concludes. Interested service providers are invited to participate in a soft market engagement session scheduled for Tuesday, 16 November 2021, with an expression of interest deadline set for 17:00 on 9 November 2021. This engagement seeks to gather insights on private sector capabilities and will inform the Council's upcoming procurement strategy.

This procurement initiative presents a significant opportunity for businesses involved in parking services, enforcement, and related IT solutions. Companies specialising in civic amenities, traffic management, and cashless payment systems will find this tender particularly relevant. Engaging in this process may lead to fruitful partnerships with the Council and the chance to influence the design of essential public services that will benefit Brent residents, thereby facilitating business growth in this sector.

## Notice

Brent Council is conducting soft market engagement with relevant service providers in relation to its Parking and Traffic Enforcement Services (including Car Parks, On-Street, CCTV, IT provision, cashless parking and permit management) arrangements from 1 April 2023 onward, when the Council's existing contract for these services is due to end. The Council wishes to understand the potential level of interest within the private sector to provide these services in Brent. It would also like to engage specifically on the procurement options it is considering for the contract, the intended contract scope, and how service providers might operate alongside the Council's Client Operations, Representations and Appeals and Highways services that would deliver a proportion of related functions (e.g. Traffic orders, lines/signs maintenance, safe school streets, low traffic neighbourhoods and CPZs). This engagement intends to raise awareness of the Council's requirements for the Service and to help inform the development of its procurement strategy, whilst also providing an opportunity for service providers to contribute to the design of future service delivery. We would welcome expressions of interest from service providers interested in meeting with the Council on Tuesday 16 November 2021 for a soft market engagement session (format of the session to be confirmed). Service providers that are interested in attending a meeting with the Council on this topic must register their interest by submitting a completed 'expression of interest' form and questionnaire using the messaging system of the online portal, no later than 17:00 on 9 November 2021 Service providers wishing to provide their views but who do not want to attend the engagement session with the Council are also invited to complete the questionnaire and to submit through the portal by the same deadline. Please note that this notice does not commit the Council to any future competition or award. Participation in this soft market engagement will not prejudice supplies participating in any future procurement exercise.
