## Summary

The Ministry of Justice is initiating a tender for the provision of HMPPS Prisoner, Family and Significant Other Services, aimed at enhancing support for offenders' families across the public prison estate in England and Wales. The procurement is currently in the planning stage, with key market engagement events scheduled between the 1st and 3rd of November 2021. These virtual sessions will cover various regions, including North, South, East, West, and Wales. The applicable industry category is classified under prison services, and the project seeks to address recommendations from recent reviews pertaining to family support in the context of reducing re-offending rates.

This tender presents significant growth opportunities for businesses that specialise in family support services, social work, and community engagement initiatives. Companies that can offer innovative solutions tailored to improve the familial connections of incarcerated individuals will find this a suitable procurement to target. Participation in the market engagement events will provide insights into the procurement requirements and may facilitate partnerships among interested bidders, particularly those focusing on the needs of specific demographics such as female offenders and long-term high-security estates.

## Notice

This PIN is being issued for initial Stage 2 market engagement purposes only. The Ministry of Justice (MoJ) is retendering the provision of HMPPS Prisoner Family and Significant Other Services in England and Wales public prison estate It is recognised that supporting and maintaining links between offenders and their families can help reduce re-offending. Doing so can contribute to tackling intergenerational offending by addressing the poor outcomes faced by children of offenders. Visitor centres offer support to Families and Significant Others. They offer signposting to a range of support services, decrease the stress associated with visiting a prison establishment and facilitate inter agency working. The visitor centre services are delivered throughout most of the estate, the level of service and size of resourcing is largely dependent on local need. The MoJ is keen to explore different specification components to ensure family services provisions address the recommendations from Lord Farmer's 2017 and 2019 reviews (links below), as well as exploring greater integration with probation reforms, explained in detail here: https://www.gov.uk/guidance/strengthening-probation-building-confidence Lord Farmer Review (2017) - The Importance of Strengthening Prisoners' Family Ties to Prevent Reoffending and Reduce Intergenerational Crime.
