## Notice

This PIN is issued by Transport for London (TfL) and seeks to inform the market of a Market Sounding Questionnaire (MSQ) that has been issued by TfL. The MSQ seeks to obtain market feedback in relation to opportunities regarding a TfL Safety Health and Environment (SHE Systems) software platform. Its primary focus is to better understand the market offering and appetite, to explore areas that will shape TfL's procurement strategy for future SHE systems and to understand perceived risks and opportunities. TfL would like those parties that may be interested in such an exercise to identify themselves and express their interest as well as to respond to the MSQ. Please note that to do so (and in order to access future tender exercises published by TfL), organisations will need to register as a supplier via the following link: https://procontract.due-north.com/Register Any party that is already registered should log onto TfL's e-procurement portal and express their interest. Following this they will be able to download the Brochure (containing background information) and the MSQ which are both immediately available and include additional details about submission arrangements and response deadlines. https://procontract.due-north.com/Advert?advertId=fe538b9d-c430-ec11-810e-005056b64545 TfL is looking to hold a 'Supplier Day' via a Microsoft Teams meeting to present the Early Market Engagement (EME) process, timelines, and next steps. TfL's strategy for Safety, Health and Environment The Mayor of London, Sadiq Khan, has an ambitious programme to deliver an affordable, accessible and safe transport network for London. To support this, TfL created a new Safety, Health and Environment (SHE) directorate in April 2020. This directorate has a key role to play in supporting the business to deliver on its Vision Zero target of nobody being killed or seriously injured on the transport network by 2041. The SHE directorate is also responsible for coordinating actions to deliver TfL's Corporate Environment Plan and reach net zero carbon emissions across its operations by 2030. TfL's organisational structure As a complex organisation with many different functions, TfL has a wide remit for working with SHE data and information. The organisation deals with many third parties in many regulatory environments, with examples including The Construction (Design and Management) Regulations 2015 (CDM) and The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS). This means our specific requirements can vary within the businesses based on the laws applicable to that activity. Incident Reporting and Investigation & Risk Assessment We are legally obliged to comply with the UK Workplace Health, Safety and Welfare Regulations, Health & Safety at Work Act and Reporting of Injuries, Diseases and Dangerous Occurrences regulations (RIDDOR). These regulations heavily influence both our internal and external incident reporting and risk assessment processes. In additional to this regulation, we provide SHE-related insights to political entities (e.g. the London Assembly), the public and a range of internal stakeholders. TfL SHE Systems Project This project aims to deliver a Safety Health and Environment (SHE Systems) platform, prioritising the requirement for Incident Reporting and Investigation and Risk Assessment within London Underground and Construction & Projects as the first delivery iteration, referred to as 'Stage 1'. Stage 2 will look to consolidate data from other tools such that all SHE related incidents are recorded in the same system. The scope of this Early Market Engagement includes some or all of the following for TfL: * Platform supply and software licencing * Hosting * Implementation services * Business change and training * Solution configuration and/or development * Data migration * Service management TfL has yet to decide on a lotting strategy for SHE Systems; this will be tested in this Early Market Engagement process. It is possible that TfL will disaggregate technology products from services (or conversely it may also decide to aggregate the two together). Functions to be delivered by the SHE System solution are likely to include some or all of the following: * Incident reporting * Risk Assessment and Management * Compliance & Operations assurance * Reporting & analytics TfL has yet to define the total scope of SHE Systems and this may impact future tender requirements. One of the objectives of this Early Market Engagement is to test whether solutions can deliver all of the functional elements specified, and if so whether they can be done with minimal configuration or development.
