## Summary

The UK Shared Business Services Ltd (UK SBS), on behalf of the Department for Business, Energy and Industrial Strategy (BEIS), is currently managing a tender process for the Heat Network Zoning Pilot Programme. This procurement aims to establish a Framework Agreement appointing up to 15 suppliers as Zoning Technical Consultants (ZTCs) in the energy services industry, particularly focused on heat network zoning. The tender is currently in the active stage, with responses due by 2 December 2021. Interested parties must submit their proposals electronically via the Delta eSourcing Portal, using the access code DZTH45A6R5, to ensure adherence to the conditions set out in the Public Contracts Regulations 2015.

This tender represents a significant opportunity for businesses specialising in energy and related services, particularly those offering consultancy in heat networks and urban development. Companies that can effectively engage with local stakeholders and conduct detailed feasibility studies are particularly well-suited to compete for this contract. Additionally, with the involvement of up to 30 local authorities across various regions in England, this initiative presents a chance for firms to expand their services in urban energy management and contribute to sustainable energy solutions in growing urban areas.

UK Shared Business Services Limited (UK SBS) on behalf of the Department for Business, Energy and Industrial Strategy (BEIS) invite you to response to this Request for Proposal in support of the BEIS Heat Network Zoning Pilot Programme. The purpose of this procurement is to establish a Framework Agreement for the appointment of up to a maximum of 15 suppliers to undertake the role of Zoning Technical Consultant(s). UK SBS is managing this procurement process in accordance with the Public Contract Regulations 2015 (as may be amended from time to time) (the "Regulations"). This is a Services Framework Agreement being procured under the Open OJEU Procedure Regulations. BEIS are undertaking two simultaneous procurements in relation to the Programme: 1) Model Development Consultant(s) to develop model(s) to identify heat network zones 2) Zoning Technical Consultant(s) to work with local stakeholders to improve and refine the identification of heat network zones and undertake more detailed feasibility studies For absolute clarity, this procurement is only to appoint Zoning Technical Consultant(s) and the Model Development Consultant(s) is out of scope of this procurement activity. ZTCs are required to: engage with key stakeholders in allocated cities and towns; undertake heat network related data collection and analysis; update preliminary model outputs for the successful pilot implementation model using local data and information; and undertake more detailed heat network assessments and project development work, where required, to help progress identified heat network opportunities within zones. Circa 30 Local Authorities are being invited to participate in the Programme which will comprise of the following: * 1 City Region * 17 large cities and towns * 2 London Boroughs * 5 medium cities and towns * 5 small cities and towns These are geographically spread across the 9 regions of England. The largest cities are those where the zones are most likely to be identified. The smallest town that will participate is likely to be 20,000 residents, which will help the Department to determine the likely extension to which a heat network zoning methodology might apply, and the approach overall will help us identify urban typologies in which zones may or may not be identified. The participating cities and towns will be confirmed on appointment. See section I.3) for access to procurement documentation. UK SBS will be using the Delta eSourcing Portal for this procurement. The access code is DZTH45A6R5

Renewal: The Framework Agreement duration shall be for a period of 1 year with optional extensions of a 1 year plus 1 year period (1+1+1) from commencement of the Framework Agreement.
