## Summary

The procurement process involves Public Health England (PHE), an executive agency of the Department of Health and Social Care, which has awarded a contract titled "PHE - Corporate - ICT - Provision of Epidemiology Services with SHIELD via STA". This procurement falls under the information technology services category, specifically aimed at developing a new database system as part of a wider contract associated with the Nuclear Decommissioning Authority (NDA). The procurement was conducted via a limited method and is currently at the Award stage, with the contract valued at £512,636. The work will take place at locations in London and Salisbury, and the contract is set for a duration of 24 months, with the option of a six-month extension.

This tender presents significant opportunities for businesses, particularly those in the IT services sector, to become involved in public health initiatives through data management and epidemiological service provision. Firms capable of supporting database development and integration, especially those with experience in handling radiation and health data, would be well-positioned to compete. The project is aimed at enhancing the quality of data resources available for epidemiological research, thereby creating avenues for growth and collaboration in the public health sphere.

## Notice

Public Health England, an executive agency of the Department of Health and Social Care (DHSC) (hereafter referred to as "Public Health England" or "PHE" also referred to as the "Contracting Authority" or the "Authority" or the "Employer") have awarded a contract 24 month contract with the option to extend a further six months for the provision of Epidemiology Services associated with the SHIELD database under main contract Nuclear Decommissioning Authority NDA9/00268. .

### Procurement Information

The STA is driven purely by procurement compliance and there is no cost to PHE. PHE have already reached the maximum value of the contract and any further extension would take it over 50% increased allowed by PCR Reg. 72. Therefore, the direct award of a new contract is based on PCR Reg. 32.2b (ii) which state that; The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:-- (ii) competition is absent for technical reasons. A new contract with Nuvia for two years (with a potential additional 6-month contingency) will allow NUVIA to complete the current project to create a new database system for NDA. This system will allow PHE continue to fulfil the terms of our contract with the NDA to manage their radiation worker databases or preferably (subject to agreement) to take ownership of these databases and merge them with the NRRW to provide a higher quality unique resource for undertaking epidemiological research. The BNFL and UKAEA cohorts contain several types of data not currently available in The National Registry for Radiation Workers (NRRW). In essence, NDA is requesting and paying for this work, which is needed to meet current contract obligation and potentially bring more work in and additional revenue.
