## Summary

The TELEMETRY OUTSTATIONS CONTRACT 2022-27, conducted by the Environment Agency (EA) and Natural Resources Wales (NRW), is focused on the supply of telemetry equipment as part of their monitoring efforts throughout England and Wales. This procurement process is in the Award stage with contracts awarded on 10th February 2022. The key lots include devices with different functionalities tailored to operational requirements, with significant contract values reaching up to £1.2 million. The procurement method used for this tender was an open procedure, allowing a wide range of suppliers to participate.

This contract presents a valuable opportunity for businesses specialising in telemetry equipment, data communication, and related technologies. Companies with capabilities in developing low-power, resilient monitoring devices suited for environmental applications may find this procurement particularly relevant. Moreover, small to medium-sized enterprises (SMEs) and larger companies with experience in environmental protection technologies could leverage this contract to expand their market presence and contribute to essential environmental monitoring initiatives.

## Notice

The Environment Agency (EA) and Natural Resources Wales (NRW) operate a large number of monitoring sites throughout England and Wales. The EA operate six telemetry systems based on old regional boundaries. The management of these systems is via a national service consisting of three telemetry hubs each supporting two systems. The management and maintenance of field equipment is carried out in fourteen area based teams. The EA is in the process of adopting the use of DNP3, WITs DNP3 protocols and IP packet switched data communications to field telemetry outstations. NRW operate in a similar manner to the EA, and wish to adapt the use of IP packet switched communication in the future.

### Lot Information

Lot 1

This lot is designed to meet the EA and NRW requirements for a device with very low battery consumption, low I/O, single communications and simple alarm functionality.

Lot 2

Lot 2 - This lot is designed to meet the EA and NRW requirement for a device with the functionality to operate at the majority of level, flow and rainfall sites.

Lot 3

Lot 3 - This lot is designed to meet the NRW requirement for a device with the functionality to operate at the majority of level, flow and rainfall sites requiring increased communication resilience with multiple incremental shaft encoder input and EA requirement for multiple simultaneous sensor protocol communication.

Lot 4

Lot 4 - This lot is designed to meet the EA requirement for a device with the functionality to operate at our more complex sites requiring increased communication resilience and high I/0. Typically, sensors are sampled every few seconds.

Lot 1a

Lot 1 - This lot is designed to meet the EA and NRW requirements for a device with very low battery consumption, low I/O, single communications and simple alarm functionality. Lot 1 is then subdivided into lots 1a and 1b: Lot 1a) covers Point Green RTU

Lot 1b

Lot 1 - This lot is designed to meet the EA and NRW requirements for a device with very low battery consumption, low I/O, single communications and simple alarm functionality. Lot 1 is then subdivided into lots 1a and 1b: Lot1b) covers Point Orange RTU
