## Summary

The Department for Work & Pensions (DWP) has awarded contracts for the Functional Assessment Services (FAS) 2023, focusing on health and social work services (CPV: 85000000), to support the determination of individual benefits entitlement. The procurement, which is now in the Award stage, was conducted using the Light Touch Regime and included commercial dialogue under Regulations 74 to 76 of the Public Contracts Regulations 2015. The initiative covers five geographical lots: Northern England and Scotland, Midlands and Wales, South West England, London, South East & East Anglia, and Northern Ireland. The contracts started on 19 September 2023 and will run until 6 September 2031, covering an initial five-year term with a possible two-year extension. The procurement process utilised a Price per Quality Point (PQP) methodology and was managed by the DWP based in London, UK, on behalf of the Secretary of State for Work and Pensions.

This procurement offers lucrative opportunities for businesses specialising in health and social work services. The functional health assessments required will aid DWP in making decisions on benefits such as Personal Independence Payments, Employment Support Allowance, and Universal Credit. Firms with expertise in large-scale health assessments and the ability to provide flexible and scalable services will find this opportunity particularly beneficial. The geographical division of lots allows for companies with regional strengths to bid effectively, while the use of subcontracting suggests opportunities for smaller firms to engage as suppliers to leading bidders, promoting diversity and innovation within the supply chain.
