## Notice

EQUANS (formerly know as ENGIE Services Ltd) on behalf of North East Lincolnshire Council is seeking suitable qualified contractors for the renewal of its Highways Framework. The framework will enable delivery of the Authority's annual Local Transport Plan (LTP) programme of work. Projects within this programme of work include road safety improvement projects, structural repairs, minor reactive maintenance, transportation infrastructure improvements, junction improvements, footway and carriageway resurfacing, and traffic signal replacement works. In addition to the LTP programme the framework will enable the delivery of externally grant funded project such as public realm schemes, regeneration projects, and major infrastructure works and Temporary Traffic Management as part of its planned and reactive Highways works. Sites will be substantially located in an urban environment with constraints relating to traffic management within the borough of North East Lincolnshire

### Lot Information

Lot 1 Minor Civils Work PS0 - PS50k

For the delivery of minor maintenance and improvements (bus stop repairs/improvements and minor traffic calming schemes). There will also be an element of reactive emergency damage repair works due to RTC (road traffic collision) damage, although this work will be expected to be undertaken during normal working hours. Additional information: The Authority wants to ensure that it permits the right quality of contractors to deliver works under this framework, It is envisaged that the top three scoring tenderers will be permitted to the framework and will have an opportunity to bid for works either by mini competition or direct award. Direct awards will be awarded on a rotational basis.

Lot 2 Minor Structural Repairs PS0 -PS50k

Various types of minor structural and civils repairs with some small scale reconstruction works on all associated highway structures, including bridges and highway retaining walls. Undertaking of routine structural maintenance repairs and associated civils works to all types and construction of bridges, culverts, subways and retaining walls. The work will involve routine programmed structural repairs and/or some civil reconstruction work to several small highway structures. Additional information: The Authority wants to ensure that it permits the right quality of contractors to deliver works under this framework, It is envisaged that the top three scoring tenderers will be permitted to the framework and will have an opportunity to bid for works either by mini competition or direct award. Direct awards will be awarded on a rotational basis.

Lot 3 Highways Capital Works PS0 - PS250k

For the delivery of minor maintenance and new highway improvements. To include carriageway reconstruction, reconstruction of footways, kerbing, drainage, bus stop improvements, traffic calming schemes. provision of cycle routes, civils works in connection with traffic signal and controlled crossing improvements. Additional information: The Authority wants to ensure that it permits the right quality of contractors to deliver works under this framework. It is envisaged that the top five scoring tenderers will be permitted to the framework and will have an opportunity to bid for works via either mini competition or direct award. Direct awards will be awarded on a rotational basis.

Lot 4 Highways Capital Works PS250k - PS1.5m

For the delivery of medium to large scale, complex traffic and highway schemes, and works off highway (public realm) of a similar nature. Includes carriageway reconstruction, reconstruction of footways, kerbing, drainage, bus stop improvements, traffic calming schemes, provision of cycle routes, civils works in connection with traffic signal and controlled crossing improvements. Additional information: The Authority wants to ensure that it permits the right quality of contractors to deliver works under this framework, It is envisaged that the top three scoring tenderers will be permitted to the framework and will have an opportunity to bid for works either by mini competition or direct award. Direct awards will be awarded on a rotational basis.

Lot 5 Highways Capital Works PS1.5m - Above Threshold

For the delivery of larger scale, complex traffic and highway schemes, and works off highway of a similar nature. This includes major carriageway construction/reconstruction, major junction improvements, public realm schemes and works of a similar nature. Majority of works carried out on this lot are reliant on grant funding. Additional information: The Authority wants to ensure that it permits the right quality of contractors to deliver works under this framework. It is envisaged that the top five scoring tenderers will be permitted to the framework and will have an opportunity to bid for works via mini competition.

Lot 6 Carriageway Resurfacing PS0 - PS750k

For the delivery carriageway resurfacing and highway improvements to include preparation work such as road planning and or the adjustment of ironwork. Surfacing and or reconstruction work to be carried out using a variety of bituminous materials. The work may range from an individual site to a programme of work comprising of several sites. The majority of the work comes from the Local Transport Plan (LTP). Additional information: The Authority wants to ensure that it permits the right quality of contractors to deliver works under this framework. It is envisaged that the top three scoring tenderers will be permitted to the framework and will have an opportunity to bid for works via either mini competition or direct award.

Lot 7 Surface Dressing Term Maintenance

For the delivery of surface dressing, slurry Seal and other preventative treatments Surface Dressing will be carried out as part of a programme of work to include several sites. A variety of aggregates and binders will be required to meet the individual characteristics of each site. Slurry seal Work will usually be ordered as a programme of work with the majority of the work relating to footpaths, although some carriageway may be included. There may be a requirement to carry out preparation. Additional information: This is a single supplier framework and call offs will be based on a fixed price list based on a schedule of rates. There is no guarantee be given about minimum volumes of works throughout the lifetime of this agreement. Volumes are subject to change based on budgetary alteration outsides the Authority's control.

Lot 8 Temporary Traffic Management

Provision of temporary traffic management projects to facilitate road maintenance or event works. This is to facilitate safe road works, temporary closures or incident management, whilst keeping the traffic flowing as freely as possible. Additional information: This is a single supplier framework and call offs will be based on a fixed priced schedule based in a schedule of rates. There is no guarantee be given about minimum volumes of works throughout the lifetime of this agreement. Volumes are subject to change based on budgetary alteration outsides the Authority's control.
