## Summary

NHS England is initiating the procurement process for the "Increasing Capacity Framework Agreement - Refresh," aimed at enhancing health services across England. This tender falls under the services category, specifically related to health services, and is structured within the planning stage as of 2nd December 2021. The framework will serve NHS inpatient and outpatient services, covering urgent elective care and cancer treatments. The procurement is expected to launch in early December 2021, with awards to be made in January 2022, and the framework agreement is set to commence on 1st April 2022, concluding on 20th December 2024. The estimated value of the framework is notably large, projected at up to £10 billion, indicating significant investment in health service capacity.

This procurement presents considerable opportunities for healthcare providers, particularly those specialising in NHS inpatient and outpatient services, urgent elective care, and cancer treatments. Businesses that can demonstrate capability in delivering high-quality healthcare services and have the capacity to scale in response to demand will be well-positioned to compete. The open nature of this framework allows for a wider range of providers to participate, enhancing competition and fostering business growth in the healthcare sector, making it an attractive opportunity for both established firms and new entrants in the market.

## Notice

The National Health Service Commissioning Board (which uses the operational name 'NHS England') has established a framework for clinical services titled Increasing Capacity Framework (ICF) under the light touch regime, and has entered into a framework agreement with each provider appointed to the ICF. Following the success of the ICF, NHS England intends to invite additional providers to apply for a broader range of services and extended term. This PIN provides early notification of the intention to launch such a procurement in December 2021. The services in scope are: 1) NHS inpatient and outpatient (including full supporting pathology and imaging) services and urgent elective care and cancer treatment to service users in line with nationally set criteria; 2) NHS inpatient non-elective care (either direct admission or transfer from an NHS organisation). The framework agreement may be accessed by all CCGs and NHS Trusts and Foundation Trusts across England

### Lot Information

The estimated value is based on a potential upper value over the contract duration and actual value will depend on actual demand.
