## Summary

The Kent Victims Engagement and Support Service contract has been awarded by the Police and Crime Commissioner for Kent. This service is part of the social services industry, specifically focusing on guidance and counselling services. The procurement process for this contract is categorised as a limited method, having been awarded without prior publication of a call for competition. The contract was signed on 1st December 2021 and is currently active, providing crucial support for victims of crime within Kent (UKJ4).

This tender presents significant business growth opportunities, particularly for organisations specialising in social services, counselling, and victim support initiatives. Businesses that can offer innovative solutions or enhancements to the existing support services are well-suited to compete for similar contracts. With the increasing demands placed on our support systems, firms that have experience in trauma-informed care or welfare services are encouraged to engage in future procurement processes as they emerge.

## Notice

This contract is for the provision of a Victims Engagement Support Service for the county of Kent.

### Lot Information

Lot 1

This contract is the core victim referral service in Kent, which provides the offer of support for those that report the crime to the Police but also for those that have been a victim of crime but don't wish to report to the Police

### Procurement Information

Police and Crime Commissioners are required to have a core referral service for victims of crime as part of the devolved victim services responsibilities from the Ministry of Justice. The current contract was let in 2016 when there was limited data and delivery options available. Since this time the availability of data and its quality has vastly improved, plus different delivery options have become available. To ensure we commission a service that is, not only driven by evidence but relevant throughout the lifetime of the contract we need to undertake detailed scoping, which should have already commenced. However, due to the unprecedented demand on the PCC's Commissioning Team, which in part is related to the impact of COVID-19, we have not been able to undertake the required project planning for this re-tender. In addition, COVID-19 has resulted in the PCC elections scheduled for May 2020 being postponed to May 2021 and thus delaying decisions for purdah. Additional time is required to look at alternative commissioning strategies and without this research it will be difficult to provide assurance and value for money on any new contract. The intention is to commence a new procurement process in early 2022.
