This award relates to the delivery of the Government COVID Local Support Grant and Extension 2021 between April and September 2021. The direct contract award to Auriga Service Ltd described is justified under Regulation 32(2)(c) PCRs because, for reasons of extreme urgency brought about by unforeseeable events (i.e., the unforeseeability of the decision by Government on 14th April 2021 to require Councils to distribute the COVID Local Support Grant fund with effect from 17th April 2021 and the further extension, notified on 20th June 2021 to distribute from 21st June 2021) it would not have been possible to comply with the time limits for conducting a regulated procurement process, nor would it have been possible to implement an alternative solution and then mobilise appropriate resources in the time available. Moreover, Auriga Ltd had operated the Council's Welfare Contract and assisted the council with the distribution of the Summer Emergency Assistance Grant and the Winter COVID Grant, in which case it already had in place the necessary resources and systems to provide the required services at short notice. The administration costs are very low (circa 1%) with almost all the support going directly to vulnerable families.
