### Procurement Information

The direct contract award to Auriga Service Ltd is justified under Regulation 32(2)(c) PCRs because, for reasons of extreme urgency brought about by unforeseeable events (i.e., the unforeseeability of the decision by Government on 6th October 2021 requiring the council to ensure that the above-mentioned services were operational as soon as possible) it would not have been possible to comply with the time limits for conducting a regulated procurement process, nor would it have been possible to implement an alternative solution and then mobilise appropriate resources in the time available. Moreover, Auriga Ltd has distributed the funds for the Government's previous two Local Support Grants (in respect of the periods 17th April 2021 to 20th June 2021 and 21st June 2021 to 30th September 2021), in which case it already had in place the necessary resources and systems to provide the required services at short notice. Accordingly, given the need to proceed at pace, it is necessary to begin with utilising existing provision to deliver this support.
