## Summary

NHS England is initiating a tender for the project titled "Digital Staff Passports_NHS Trusts Portal," which is classified under IT services: consulting, software development, Internet and support. This procurement is currently in the planning stage, with key activities expected to commence with an estimated contract term for the Alpha phase from March to April 2022, lasting between 6 to 8 weeks, and a private Beta phase projected to run until the end of December 2022. The total available budget for this initiative is up to £2,550,000 (excluding VAT), with a maximum budget of £750,000 for the Alpha phase and £1,800,000 for the private Beta phase. The services will be delivered primarily in England.

This tender presents significant opportunities for businesses specialising in software development and IT consulting, particularly those with experience in creating digital platforms for health services. Companies that can demonstrate expertise in facilitating secure digital credentialing and user case development for NHS operations would be well-suited to compete. The focus on developing a digital staff passport service aligns with ongoing efforts to enhance workforce mobility and efficiency within the NHS, thus creating potential for successful bidders to establish long-term contracts within the healthcare sector.

## Notice

The overall aims and objectives are for the NHS to deliver a digital staff passport service to meet the needs of two user cases: the rotational movements of Doctors in Training (both permanent changes in employment and through lead employer arrangements) and temporary staff movements of any NHS staff member.

### Lot Information

Lot 1

In line with the NHS Long Term Plan and the NHS People Plan, the NHS aims to develop and roll out digital staff passports to enable staff movements, increasing safeguards for patients and reducing the burden on staff. The Covid-19 Digital Staff Passport has proven to be and continues to be an effective interim solution aiding essential, temporary staff movements during the pandemic and the aim of this procurement is to develop and deliver a long-term digital staff passport service for all staff movements. The immediate requirement focuses on the needs of two user cases: the rotational movements of Doctors in Training and the temporary staff movements of any NHS staff member. Additional information: The core requirement is for NHS organisations to be able to securely issue and verify multiple verifiable credentials to enable the following user groups to move seamlessly between NHS organisations:
* Permanent staff movements - starting with Doctors in Training
* Temporary staff movements - where any NHS staff member moves temporarily to another NHS organisation.
