This VEAT notice relates to the Contracting Authority's commissioning of IAPT services for its Sunderland catchment area. The Contracting Authority intends to award a 3-year contract (with the option to extend up to an additional 12 months) to Cumbria, Northumberland Tyne and Wear NHS Foundation Trust. Additional information: The Contracting Authority has concluded that the only way to ensure a consistent, integrated, seamless, high quality and timely pathway of care in relation to the delivery of IAPT services, and to ensure adherence to the operational and strategic aspirations the NHS Long-Term Plan, is to award the IAPT contract to Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust (CNTW).

### Procurement Information

The approach and model adopted has been developed to integrate the approach to service delivery, meet national IAPT access requirements and, amongst other things, address the waiting time pressures and capacity constraints which have historically arisen in parts of the IAPT treatment pathway, and which are envisaged to reoccur due to increasing numbers and complexity of patients following the impacts of COVID-19. It is anticipated that the bringing together previously disparate services under the scope of one single contract awarded to and managed by CNTW with a single point of access hub, will deliver significant benefits including: - Strengthened and consistent approach to clinical leadership, governance and assurance - Strengthened and consistent approach to the delivery of IAPT service, including consistent training - Shared use of systems such as IT systems - Fixed subcontract terms and conditions - A collaborative and resilient service - Single point of access and referral - Efficiency gains - Reduction in waiting list times - Smoother, quicker pathway for patients - Reduce risk of patient disengagement - A mechanism for working across organisations and organisational boundaries The chosen model will support the delivery of the NHS Long Term Plan requirements as well as meeting the Mental Health Investment standards. The Contracting Authority is not aware of any other approach which can deliver the same outcome and benefits as the model proposed. It strongly and reasonably believes that competition is absent for technical reasons. Please note that all figures, values and timescales stated in this notice are estimates only and may change. The estimated value of the contract is calculated on the basis that the contract is extended to the maximum permitted duration. In the event that the contract is not extended the estimated value is in the region of 19,500,000 GBP.
