## Summary

Norfolk County Council is seeking to enhance its services through the procurement of Positive Behaviour Support (PBS) training and consultancy, which is classified under training services. The tender process is currently at the active stage with an estimated contract value of £285,000. The tender was initiated on 10 January 2022, and submissions must be made by 11 February 2022. This procurement is part of an open procedure and aims to address the growing need for quality training in supporting individuals with behaviour challenges in various healthcare settings across the regions of UKH15, UKH16, and UKH17.

This tender presents significant opportunities for companies that specialise in training services, particularly those focusing on behavioural support and consultancy within the health and social care sectors. Businesses experienced in delivering training that aligns with the Core Capabilities Framework for Supporting People with Learning Disabilities will be particularly well-suited to compete for this contract. Engaging in this process can help such companies expand their reach and solidify their status as leaders in an emerging and crucial area of public service training.

### Lot Information

Lot 1

Norfolk County Council has awarded a contract for Positive behaviour Support training and consultancy services. The Core Capabilities Framework for Supporting People with a Learning Disability (2019) specifically names PBS as an area direct contact staff will be trained in when supporting individuals with behaviour that challenges. This framework is likely to become mandatory training for all health and social care colleagues in the near future and Health Education England has already identified organisations to begin developing and trialling training for national use. PBS will soon be an expectation across these sectors and providing quality training at different levels now will future proof Norfolk services to this coming change. In addition to this, Norfolk County Council (NCC) has agreed to secure external consultancy support to help develop the implementation of a Positive Behaviour Support (PBS) approach internally by altering our systems and ways of working. We specifically want to focus on the way in which we monitor the use of PBS within Learning Disability (LD) residential homes and supported living providers. This would mean making changes to the way our Quality Service currently conducts reviews. The successful Provider shall also provide wrap around PBS consultancy support to LD Residential Home and/ or Supported Living providers we identify as needing more support to successfully implement a PBS approach within their organisation. Additional information: The estimate related to the first 2 years of the contract and not any extension period. PS35,000 is the estimate for the consultancy and the remainder (PS250,000) is an estimate based on the potential number of courses, which may run. However, it is not a firm commitment as it will be dependent on demand/need and available funding.
