## Summary

The procurement process for the "eFinancials Software Hosting" contract was conducted by Forestry and Land Scotland, a public organisation based in Inverness, United Kingdom. This contract falls under the IT services sector, specifically focusing on software development and support. The contract was awarded through a limited procurement method without prior publication of a call for competition, indicating urgency in upgrading the current finance software hosting infrastructure due to compliance risks. The award occurred under the status of "complete," with a financial commitment of £206,000. This contract is linked to the timing of an existing software upgrade that required hosting adjustments to ensure continued system support and security.

This opportunity is particularly well-suited for established IT service providers specialising in software hosting, system support, and related services. Companies that can offer secure and scalable hosting solutions would benefit from participating in future procurements or seeking collaborations with the awarded supplier, Advanced Business Software & Solutions Ltd. The high requirements for supporting infrastructure upgrades present avenues for businesses capable of delivering timely and efficient hosting solutions to engage with both the buyer and other stakeholders involved in this initiative.

## Notice

The contract is for provision of hosting to enable the upgrade of FLS' eFinancials software.

### Lot Information

Lot 1

FLS has made a decision to upgrade a current version of finance software due to the risk of being out of support. As the current server and associated infrastructure does not have the capacity to support this, an upgrade to the infrastructure is required. Not responding to the required hosting change would result in the organisation's eFinancials system falling out of support, which carries a high risk of inability to deal with system failure and to maintain adequate system security. FLS therefore awarded this contract for the provision of hosting services without competition to the current supplier of the software. The current contract for software upgrade is timebound and having to establish a contract for hosting through a different route to market would add significant time and resource, and put the organisation in a breach of the existing contract due to the breach of timescales. It would also introduce further risks to FLS due to the delay in upgrading.
