## Summary

The Department for Business, Energy and Industrial Strategy (BEIS) is currently conducting a tender for the "Flexibility Innovation Programme," which focuses on laboratory testing and demonstration of demand side response (DSR) applications. This procurement falls under the engineering-related scientific and technical services category and takes place in the United Kingdom. The tender is at the planning stage, with a submission deadline set for 7 March 2022. The total value of the contract is £5,200,000, divided into two lots: the first for designing and delivering laboratory testing (valued at £2,700,000) and the second for demonstrating DSR systems in real-world settings (valued at £2,500,000).

This tender presents an excellent opportunity for small and medium enterprises (SMEs) specialising in engineering, technical services, or installation of electricity distribution and control equipment. Businesses that can provide innovative testing methodologies or have experience with DSR systems will be particularly well-suited to compete. With an open procurement method, diverse suppliers are encouraged to participate, fostering collaboration and the potential for lucrative contracts in a rapidly evolving sector.

## Notice

The purpose of this ITT is for the provision of independent laboratory testing and demonstration for demand side response (DSR) systems, in settings indicative of the real world. The work seeks to test and demonstrate how DSR services can be delivered by three different technical frameworks: Publicly Available Specification (PAS) 1878 and the principles of PAS 1879 PAS 1878 specifically using Annex D and the principles of PAS 1879 GB smart metering system in accordance with the Standalone Auxiliary Proportional Controller (SAPC) specification. The requirements of this competition will be procured through 2 Lots.

### Lot Information

Lot 1: Design and delivery of laboratory testing of DSR systems, including the design of conformance testing and performance testing schemes. Conformance testing will be of individual products (ESAs and DSRSP platforms), while performance testing will cover both individual products and products in combination.

Design and delivery of laboratory testing of DSR systems, including the design of conformance testing and performance testing schemes. Conformance testing will be of individual products (ESAs) and of DSRSP platforms, while performance testing will cover products and platforms in combination. Additional information: Bidders are able to apply for either or both lots. If applying for both lots, separate bids are required to be submitted for each lot. There will be an expectation that the suppliers for each lot will work closely together to ensure coordination between the laboratory and real-world demonstration phases.

Lot 2: Design and delivery of demonstration of DSR systems in settings indicative of the real world. Demonstration will be of products in combination.

Design and delivery of demonstration of DSR systems in a setting indicative of the real world. Demonstration will be of multiple products and platform in combination to produce a meaningful change in demand for grid control purposes. Additional information: Bidders are able to apply for either or both lots. If applying for both lots, separate bids are required to be submitted for each lot. There will be an expectation that the suppliers for each lot will work closely together to ensure coordination between the laboratory and real-world demonstration phases.
