## Summary

The Scottish Prison Service is currently in the award stage of a procurement process for the maintenance of its prisoner telephony system, which encompasses both analogue and digital technology. This contract, valued at approximately £1,117,563, has been awarded to Redwood Technologies for a duration of three years, set to run from April 2022 to 2025. The primary focus of this initiative is to extend the in-service life of the existing system through ongoing support and selective technological updates, ensuring uninterrupted communication in the public prisons managed by the Service across Scotland. Key events in this procurement process began on 7th February 2022, when the contract was signed, and the maintenance services will start from April 2022, covering all SPS establishments in Scotland.

This tender presents a valuable opportunity for businesses specialising in telecommunications maintenance services, particularly those that can provide support for proprietary systems or have experience with similar aged infrastructure. Companies with expertise in hybrid telephony systems may find themselves well-positioned to compete for future tenders that may arise from the Scottish Prison Service's intentions to upgrade to a modern digital system within the next three years. Additionally, smaller businesses with niche technological capabilities or those capable of supplying necessary spare parts and components may have a competitive advantage, especially given the specific requirements outlined for maintaining the existing systems.

### Lot Information

Lot 1

The SPS has undertaken a direct award to Redwood Technologies to continue the support and maintenance of the as installed prisoner telephony system within 13 Scottish prison for the next 3 years from April 2022 to 2025. The value of the maintenance services is circa 372,000 GBP per annum.

### Procurement Information

The installed prisoner PIN telephony system contains hardware and uses operating system software that was developed by, and is proprietary to, Redwood Technologies. Technical reasons, and exclusive rights (IPR) in the software therefore preclude effective competition for the maintenance services. The software is integral to the operation of the system and affects a number of SPS activities including call monitoring, tariff management, and call charge reconciliation back to individual prisoners. Redwood also hold stocks of key spare parts, pin-phone telephone instruments and components to support in-service maintenance. The age of the system (12 years) means that such items are not generally and readily available in the market.
