The trusts involved serve a population of ~9 million across dozens of hospitals, community sites and the 5 London integrated care systems.

Lot 1

South London and Maudsley NHS Foundation Trust (SLaM), on behalf of the 9 NHS acute mental health trusts across London, are inviting expressions of interest from qualified providers capable of delivering a solution to digitise Mental Health Act (MHA) pathways. The trusts involved serve a population of ~9 million across dozens of hospitals, community sites and the 5 London integrated care systems. 

The Mental Health Act legislates for the assessment, treatment and rights of people with mental health disorders. People detained under the MHA need urgent treatment and are at risk of harm to themselves or others. The Act involves multiple stakeholders across multiple organisations with complex pathways. Documentation during Act pathways is primarily undertaken on paper, with associated risks of lost paperwork and delays to patients receiving care. In 2020 the government passed an amendment to the Act to allow the sending or receiving of electronic MHA forms. Digitisation of mental health pathways is aligned with the objectives of the NHS Frontline Digitisation Programme which provides a vision for digitised health and care systems, with the goal to level up all systems to a baseline of digital capability. 

South London and Maudsley (SLaM) NHS Trust is the largest mental health trust in London and is leading the initiative to develop a business case for Pan-London MHA digitisation across all trusts and integrated care systems (ICS). The goals of this programme are to:
* Improve the efficiency and safety of user journeys through MHA pathways
* Drive a move towards removing paper-based processes and the associated administrative disadvantages
* Provide real time data to drive improvement programmes across London
* Support real time management of frontline resources

The expected service outcomes include:
* High levels of user satisfaction, with enhanced autonomy, equity, individuality and therapeutic benefit to patients
* Measurable positive service outcomes to Mental Health Act services
* High quality data to drive quality improvement
* Improved coordination and communication across all stakeholders involved in MHA pathways
* Aggregation of Pan-London data to allow real time service management and the creation of ICS crisis care dashboards 
* Minimal disruption to existing services during implementation, with seamless integration into existing electronic patient records
The expected strategic outcomes will include:
* Reduction in the number of unnecessary admissions and unlawful detentions
* Reduction in clinical and administrative staff time spent undertaking MHA documentation
* Access to user guidance that recommends the least restrictive option for patients

The aim of this notice/PIN is to:
1. Create market visibility for the proposed opportunity
2. To gauge level interest of capable providers with the capacity to deliver and maintain services as outlined above
3. To help refine the procurement approach
