## Summary

The procurement process for the contract titled "Undertake, Oversee and Deliver the overall Master Testing Plan" is being conducted by Northern Gas Networks Limited (NGN), which is situated in Leeds, United Kingdom. This initiative falls under the services category, specifically focusing on research and development consultancy services. The procurement stage is currently at the Award level, with the contract signed on 8th March 2022. The process utilised a limited procurement method, allowing for an award without prior publication of a competitive call, due to the unique expertise required for work on the ongoing project assessing the existing gas distribution network for hydrogen transportation.

This tender presents significant growth opportunities for businesses involved in gas distribution, testing services, and safety management. Companies with expertise in hydrogen technologies, gas network operations, and safety compliance would be particularly well-suited to engage in similar projects. The involvement of experienced contractors like DNV GL, who have been appointed due to their credible background in this field, highlights the need for skilled participants who can ensure compliance with safety regulations and contribute to innovative testing methodologies in the evolving energy sector.

## Notice

This contract relates to phase 2 of an ongoing project which is the next phase in assessing the suitability of the existing below 7bar gas distribution network to transport 100% hydrogen. Phase 2 is the 'Unoccupied Trial' and looks to take learning from previous phases in order to undertake field operations on a real life section of the NGN network. This will be the link between previous testing at Buxton / Spadeadam and any future fully occupied trial. Following the design and build of the H21 test facility in Middlesbrough by DNV GL under a fixed price contract, this contract will enable DNV GL to undertake, oversee and deliver the overall Master Testing Plan at the test facility over a 6 month period. The scope of scheduled tests and demonstrations currently being developed will be undertaken on the mains supply within the site to confirm their suitability, and the suitability of existing industry procedures when used in conjunction with other assets containing 100% hydrogen. The tests will address all elements of local LP distribution maintenance and include; commissioning, decommissioning, repairs, new connections, pressure reduction, flow analysis, flow stop operations and new innovation methods. As this is NGN's first project of this nature in a public space the need was recognised to utilise an organisation with history and experience in this field to oversee the design, build and subsequent operation of this facility for the duration of the trial whilst also developing the required safe operating procedures. As project partners and having been appointed to design and build this facility DNVGL were the only realistic solution for this contract
