## Summary

The Kent County Council is planning a procurement process titled "SC220055 Highway Condition Survey" to assess and manage the condition of its extensive highway network. This service falls under the category of "Repair, maintenance and associated services related to aircraft, railways, roads and marine equipment" and has an estimated contract value of £300,000. The procurement will utilise the Competitive Procedure with Negotiation, with a Selection Questionnaire expected to be released in April 2022. Market engagement meetings are scheduled for the week commencing 14th March 2022, with responses to Market Engagement Questions due by 12:00 noon on 8th March 2022, focusing on the Maidstone area in the UK.

This tender presents a significant opportunity for businesses specialising in road maintenance, asset management, and engineering services. Companies that provide survey analysis, data management systems, or similar services would be particularly well-suited to compete in this process. Engaging in the early market consultation could provide valuable insights into the needs of the Kent County Council, thereby positioning businesses to tailor their proposals effectively. Participation in this procurement could not only enhance service delivery for the Council but also foster growth and collaboration within the local economy.

## Notice

Kent County Council (KCC) owns and maintains a substantial highway network, with our roads and footways being by far our largest asset group. The Council must ensure it achieves the most value and the best long-term condition for its road and footway assets. To do this, the Council needs to understand the condition of its assets to be able to target planned works at the locations where it will deliver the most value. The Council achieve this by regularly surveying the condition of its roads and footways. The results of these surveys are used to measure and report the overall network condition, identify sites for works where it is likely to achieve the best outcomes and undertake strategic modelling of asset condition in the future. This is delivered through the Highway Condition Survey service. This covers the condition surveys themselves, the analysis of the survey data including scheme modelling, the provision and hosting of the data/pavement management system used to host and analyse the data. The service is currently commissioned together through the Highway Condition Survey Contract. The service is due to end later this year and therefore the Council are now reviewing the commissioning of these services, to ensure they are appropriate and structured in the best way to achieve its organisation goals.
