## Summary

Stoke-on-Trent City Council is conducting a procurement process for the Independent Specialist Placement (ISP) Framework aimed at providing educational support for children and young people with Special Educational Needs and Disabilities (SEND). This tender, classified under the education and training services category, is currently in the planning stage and has a closing date for submissions now set for 7 April 2022. The procurement falls under the Public Contract Regulations 2015 Light Touch Regime and is intended to replace the current individual spot purchase system for Alternative Provision Placements.

This tender presents significant opportunities for businesses specialising in educational services, particularly those focused on special educational needs and disabilities. The flexible framework approach allows new providers to join at specific intervals after the initial award, thus fostering the potential for growth and collaboration within the industry.

## Notice

Independent Specialist Placements for children with SEND provides educational support for children and young people between the ages of 0-25 who have a special educational need and/or disability. This can be provided through nursery, school and college settings, post 16 education and training provision, apprenticeships, traineeships or supported internships. A new Flexible Framework is required to cease the spot purchase of individual Alternative Provision Placements. The Flexible approach means that the Tender will open after 12,24 and 36 months to allow new Providers onto the Framework. This contract falls under the Public Contract Regulations 2015 Light Touch Regime (LTR) - Regulations 74 to 77. As such, the City Council will place an advert in Find a Tender Service (FTS), publish an award notice and comply with the principles of transparency and equal treatment.
