## Summary

The Home Office is planning a procurement for the National Firearms Licensing Management System (NFLMS), which focuses on the provision of computer equipment and IT services. This procurement is currently in the planning stage, with a virtual Early Market Engagement Event scheduled for 15th March 2022 from 11:30 to 12:30. Interested suppliers must register by 12 noon on 14th March 2022. The estimated value of the contract is £20,000,000, and it will cater to law enforcement services across England and Wales.

This procurement presents significant opportunities for businesses specialising in IT services, software development, and license management solutions. Companies that are innovative, adaptable, and have experience in managing large-scale IT projects will be well-positioned to compete for this tender. By engaging in this process, businesses can contribute to the future of firearms licensing management and potentially secure a long-term contract with the Home Office.

### Lot Information

Lot 1

This PIN is released for prior information only. This PIN does not formally signify the beginning of any procurement exercise by the Authority, nor does it constitute a commitment by the Authority to undertake a procurement. However, in the event that the Authority decides to formally commence a procurement pursuant to this PIN, a separate Contract Notice will be published. Background/Opportunity Overview The current National Firearms License Management System (NFLMS) is a computer system designed to record details of individuals who apply for firearms certificates, the certificates themselves, and the firearms and shotguns licensed to those people who hold certificates. NFLMS is used by forces teams across England and Wales and these teams conduct approximately 170,000 licence grants, renewals and variations per year. While NFLMS delivers capability to support its core function of acting as a record of certificate holders, the system has remained relatively unchanged over the 15 years it has been in service while new requirements for the system have emerged. In addition, the current NFLMS system has always been a challenge to change and adapt as requirements, technology, legislation and/or policy changes. A key requirement of the new system is that it is flexible, adaptive to change and future refinement.
