The Africa Regional Climate and Nature Programme (ARCAN) (formerly called SUCCESS) is a high ambition regional programme of up to PS250 million over 6 years with an initial approved budget of PS100m. The aim is to build resilience to climate change, tackle nature and biodiversity loss and catalyse energy transition in Sub-Saharan Africa. Recognising that no one intervention or partner can deliver the range of actions needed to support Africa to tackle climate change, ARCAN brings together a range of otherwise separate interventions into one flexible and adaptive approach with a common aim. Under the Climate Finance and policy theme of ARCAN, the FCDO are looking to establish and manage a Technical Assistance Facility. The current budget for this contract is PS14m over 4 years between 2022 and 2026. If conditions are favourable, a possible increase in budget up-to PS35m may be available. The facility will provide demand led technical assistance against three thematic areas and a cross-cutting set of issues: i. Supporting access to climate and nature finance. Working with other initiatives to target knowledge/information gaps, enabling environment, capability of those seeking funding and gaps in the use and management of funds. ii. Support to integrate climate and nature into policies and planning. Support to improve the way climate and nature are integrated into policy and planning across sectors and levels of administration. iii. Support for meeting international climate transparency requirements. Supporting countries to meet reporting requirements under the Paris Agreement - the Enhanced Transparency Framework. The facility will also provide cross cutting support on strengthening approaches to political economy, inclusion and fragility (theme 4) to inform and underpin delivery across ARCAN and TA themes 1 to 3 (above) to support our high ambition on inclusion and working in conflict/fragile contexts. Themes 1 to 3 under the facility are aimed to support a range of African stakeholders, including Regional organisations, national and local governments, civil society and the private sector. FCDO offices and programmes in sub-Saharan Africa will be encouraged to apply for support under theme 4 to add value to commitments in business plans, promote UK interests and influence others.
