## Summary

Kirklees Council is managing an Electronic Marketplace (EMP) initiative focused on the provision of adult education, training, employment, and lifelong learning services. The procurement process is currently at the tender update stage with the most recent amendment extending the length of the EMP from 1st June 2027 to 23rd February 2029 and increasing the total maximum spend under this EMP to £5,625,000. Suppliers with relevant experience are invited to join various categories such as Community Learning, Engagement & Volunteering, English Language Support for speakers of other languages (ESOL), and Employability Provision. This initiative will take place in Huddersfield, West Yorkshire, and interested businesses should participate in a restricted procedure for opportunities within these key service areas.

This tender presents substantial opportunities for businesses specializing in education and training services looking to expand into public sector contracts. The extension and funding increase highlight strong demand and a commitment to long-term partnerships. Suitable businesses include those with a robust background in adult education, especially providers of community-based learning, ESOL programs, and employment support services. Participating in the EMP enables these businesses to access multiple contracts under a streamlined process, fostering consistent business growth and enhanced community impact through educational and employment initiatives.

### Lot Information

Potential Entrepreneurs

The Council of the Borough of Kirklees (the "Council") wishes to establish a programme of services with a maximum of ten (10) suitable Delivery Partners for Adult Learning in Kirklees. Adult Learning is designed to help adults of different ages and backgrounds and will continue to focus on turning around the lives of local people and maximising the effect this funding has on the social and economic well-being of individuals, families and communities. As such, provision should focus on key groups of residents in the most deprived wards of Kirklees, particularly those residents facing barriers to learning and in need of support to improve their lives, their families and their communities. This includes those residents below level 2 in English and maths, low waged and unemployed and learners with health and social issues, including psychical and mental health challenges. We are seeking to support projects and ways of working that can complement our long-term ambition for the district and will increase and diversify the number and type of adult learners in Kirklees, identifying and engaging underrepresented groups and providing them with their 'first-step' into learning. Community-based learning should take place in non-pressurised learning contexts where people understand learners' needs and treat learners equally, thereby increasing their confidence and self-esteem.

E.g., This could be in the form of workshops or a short course-based activity. * Provide access to information advice and guidance on self-employment, setting up their own business.
