## Summary

The contract titled "Provision of Dead Wild Bird Avian Influenza Surveillance" has been awarded by the Department for Environment, Food and Rural Affairs (Defra) and falls under the category of Environmental monitoring services in the UK. The procurement stage has reached the Award phase, with the contract signed on 1st April 2022. The procurement was conducted through a limited method without prior publication, primarily due to the unique qualifications of the awarded supplier, Wildfowl and Wetlands Trust, who manage key wetland reserves across Great Britain.

This tender presents a significant opportunity for businesses in the environmental services sector, particularly those with expertise in wildlife health monitoring, avian influenza research, and ecological consultancy. Companies with experience in conducting environmental surveillance, particularly in aquatic ecosystems or involving avian populations, would be well-suited to participate in similar future tenders. The unique landscape of wildlife reserves across the UK offers a platform for growth, especially as conservation efforts and public health concerns regarding wildlife diseases continue to gain traction.

### Procurement Information

The Contractor is in a unique position in having reserve wardens who have historically collected waterbird carcasses as part of the organisation's long-term wildlife health monitoring programmes. The contractor manages nine important wetland reserves in the UK with eight of these based in England and Wales and one in Northern Ireland. All samples for this project will be collected from the England and Wales Locations. A fundamental requirement of the contract is to sample wild bird carcases across mainland GB where there are known large bird gatherings (i.e. at wildlife reserves), APHA has already explored other organisations that have a similar portfolio of reserves and established that WWT is uniquely placed as they have (a) the portfolio of reserves with an appropriate GB coverage, (b) the staff with trained expertise to swab and sample the carcases at each site, and (c) the scientific expertise to provide APHA with specialist advice that they do not possess in house. The WWT sites have a large range of wild bird species coming through their sites which provide a good insight into AIV prevalence as wild populations migrate in and out of Great Britain. Continuing to carry out surveillance across the same sites which are currently monitored via the outgoing contract will also provide the benefit of consistency and comparison of trends with previous years
