## Summary

The Scottish Government is currently conducting a tender titled "Housing Insecurity and Hidden Homelessness," focusing on social research services in the United Kingdom. The procurement process is at the active tender stage, with bids due by 10 May 2022. The total contract value is £75,000, and the research aims to gain insights into individuals facing housing insecurity who are not captured in official statistics. This project is crucial for improving Scotland's homelessness response and involves a systematic review and qualitative research stages.

This tender presents a significant opportunity for businesses specialising in social research or consultancy services, particularly those experienced in working with vulnerable populations. Firms capable of delivering comprehensive research methodologies, qualitative analysis, and who possess relevant insurance coverage will be well-positioned to compete. The tender encourages participation from organisations that can demonstrate a solid understanding of housing issues and methodologies to engage effectively with affected communities.

## Notice

The overarching aim of this research is to reach a better understanding of those people who are homeless, at imminent risk of homelessness or who face housing insecurity but do not appear in Scotland's official figures. This includes people who do not approach their local authority for help; people who approach their local authority but do not get a response that meets their needs; those who find alternative solutions; or those who do not see themselves as homeless. An improved understanding of the different routes into and out of homelessness will help us address gaps in provision and make Scotland's homelessness system more responsive to people's needs.

### Lot Information

Lot 1

We envisage this research being conducted in several stages but we would also like suppliers to include ideas and detail about how they would conduct the research fieldwork and ensure the quality of data analysis and reporting outputs. The first stage should include a review of existing evidence on hidden homelessness in Scotland. The second stage would be qualitative and/or participatory research, engaging with people with lived experience of housing insecurity and hidden homelessness, as well as public and third sector organisations with access to and knowledge of people with lived or frontline experience of housing insecurity and hidden homelessness to better understand the Scottish context.
