## Summary

The public procurement process involves Digital Health and Care Wales as the contracting authority, seeking specialist resources for the Digital Services for Patients and the Public Programme Management and Delivery. This project, classified under the information technology services industry, is currently at the award stage, having been completed as of April 19, 2022. The initial work package is valued at £569,300 excluding VAT, with a potential total contract value of up to £1,800,000 excluding VAT. The procurement was conducted through a selective method under a restricted procedure, focusing on developing a core digital platform that addresses data integration challenges and supports service transformation.

This tender presents significant opportunities for IT consultancy firms specialising in digital services, particularly those with expertise in data management, information governance, and public health initiatives. With the ongoing changes in government guidelines prompted by the pandemic, firms that can offer innovative solutions and specialist consultancy are well-positioned to compete. The presence of only one bid in this process indicates a potential gap in the market, suggesting further opportunities for qualified suppliers to engage with this high-value contract.

## Notice

The DSPP core platform will be building the fabric for the future of public digital services that will enable secure and seamless sharing of information. The programme will focus on data and technology: - Need to build on and support exiting activities, initiatives and solutions - Programme needs to 'fix' the data integration challenges - Desire to support innovation in the market to achieve pace, resilience and thinking - Build a common platform for terminology, shared solutions and access to resources - Link to the NDR and develop using standards (technical and health data) - Influence and adhere to appropriate information governance - Robust and consistent identity management - A 'Centre of Excellence', will enable learning and adoption of 'common standards' but to succeed there needs to be parallel focus on service transformation and adoption. Further specialist consultancy resources are required to continue the programme leadership, technical requirement delivery and stakeholder communication to ensure the vision of the DSPP programme is delivered, plus address any new requirements arising as a result of the changes in the government guidelines regarding the pandemic management and the vaccine programme, as well new strategic initiatives.
