## Summary

The procurement process involves Devon County Council seeking a provider for the "Care and Support at Edwards Court Extra Care Scheme" located in Exeter, classified under social work and related services. This tender, currently active, is in the planning stage, with the submission period closing on 5th May 2022. The procurement covers three contracts aimed at delivering integrated care services, including 1:1 care, night care, and core support services, valued collectively at £4,801,750 over a period of five years, with potential extensions. The successful provider must comply with specific regulatory requirements and collaborate closely with the landlord, Exeter City Council.

This procurement presents significant growth opportunities for businesses in the health and social care sector, particularly those specialising in personal care and support services. Organisations that are registered with the Care Quality Commission (CQC) and equipped to deliver comprehensive care solutions would be especially well-suited to compete. The focus on delivering accessible and affordable care services underlines the demand for providers that can navigate the complexities of social housing and meet the needs of vulnerable populations reliant on state support.

## Notice

Edwards Court is a brand new purpose built Extra Care Scheme in Exeter. A provider is sought to deliver 1;1 Care services (day and night) and maintain a 24 hour presence on site to ensure all residents have access to care and support services when they need them. The successful provider will work closely with the landlord, Exeter City Council, who will be providing the housing management service.

### Lot Information

Lot 1

The procurement comprises 3 contracts in a single Lot due to the aim to provide an integrated Care and Support service: - 1:1 Care and Support services (individual care packages) - Night Care and Support services (block contract) - Core Care and Support Services (24 hr presence on site) The service provider will need to be registered with CQC and able to deliver both personal care and enabling support services. They will also need to work closely with the landlord Exeter City Council to deliver a seamless service, through a jointly funded Scheme Manager post. Additional information: This procurement replaces CP2196-21 which was abandoned due to the omission of some information essential to the delivery of service in both the service specification and tender documents. As a social housing scheme it is essential that Edwards Court is accessible to people reliant on a state pension; the requirement of 'affordability' was not explained fully in the service specification, and the pricing schedule did not state this as a requirement for the weekly service cost. These omissions have been addressed in this new procurement. Changes to the tender documents will be clearly outlined in the new tender documents that will be issued. Duration: The following contracts will be let for an initial period of 5 years with a renewal period of up to a further 5 years (10 in total) - 1:1 Care and Support - Night Care and Support The following contract will be let for a period of 30 years with no renewal period: - Core Care and Support Services Values: The Contract Value for the 3 contracts are as follows: Core Care and Support PS2,901,750 1:1 Care and Support - PS1,250,000 Night Care and Support - PS650,000
